Trump Imposes 100% Tariffs on Heavy Drones, Thermal-Camera Drones, and All Large UAS Parts Under Section 232

President Donald Trump on August 13, 2026, issued a presidential proclamation imposing a 100 percent tariff on imports of drones equipped with thermal cameras, drones weighing more than 25 kg (57 pounds), and any component for any unmanned aircraft weighing over 25 kg. The proclamation, titled "Adjusting Imports of Unmanned Aircraft Systems and Unmanned Aircraft Systems Components into the United States," also sets a 25 percent tariff on all other drones, including sub-250-gram consumer models commonly sold as "Mini" class aircraft (The Verge; White House).
The action was taken under Section 232 of the Trade Expansion Act of 1962, as amended, 19 U.S.C. 1862, the same statute the administration has used for other sector-specific tariff actions. Within the 90 days preceding the proclamation, the Secretary of Commerce transmitted a report to the President concluding that UAS and UAS components are being imported in quantities and under circumstances that threaten to impair U.S. national security. The Commerce Secretary further found that UAS and UAS components are essential to national and economic security and constitute a key technology in modern armed conflict (White House).
The proclamation details the breadth of domestic UAS use. Executive departments and agencies deploy unmanned aircraft for law enforcement, scientific research, environmental monitoring, aerial mapping, surveillance, agriculture, disaster relief, and search and rescue. UAS are also used to protect critical infrastructure against adversaries seeking to damage or gain information on critical infrastructure installations. Private companies and state and local governments widely use UAS for agriculture, emergency and first response, telecommunications, energy, construction, and transportation and delivery (White House).
A central finding in the Commerce report is that import penetration from foreign UAS producers is substantial and that the United States is too reliant on foreign sources for both complete systems and components. The proclamation acknowledges that most commercial and industrial UAS, even those produced in the United States, incorporate critical parts manufactured overseas. U.S. commercial UAS manufacturers are described as highly dependent on foreign sources for motors, electronic speed controllers, lithium-ion batteries, and docking stations. The Commerce Secretary also flagged a security and safety dimension: UAS software can send data back to a foreign manufacturer, which could then be exploited by that country's government (White House).
The tariff structure is not flat across all trading partners. The proclamation sets a 15 percent rate for the EU, Japan, Liechtenstein, South Korea, Switzerland, and Taiwan, and a 10 percent rate for the UK, provided that substantially all hardware, software, and technology originates from those countries and the United States. A separate exemption allows companies that commit to manufacturing some of their drones or aircraft parts in the United States to avoid paying the tariffs entirely. The proclamation also authorizes the Secretary of Commerce to create a new program to incentivize investment in domestic UAS and UAS component production facilities (The Verge).
The drone tariffs arrive in a regulatory environment already hostile to foreign-made UAS. The FCC recently moved to retroactively ban what it termed "military-grade" drones, using definitions broad enough to capture aircraft used by farmers, first responders, and light-show operators (The Verge). The administration had previously signaled its intent on drone policy with a June 2025 presidential action titled "Unleashing American Drone Dominance" (White House).
The legal footing is not uncontested. Earlier in 2026, the Supreme Court ruled that Trump's global tariffs were illegal, and the U.S. Court of International Trade also ruled against them (The Verge). The Section 232 framework, which centers on national security rather than trade balance, may be the administration's attempt to ground sector-specific tariffs in a statute less vulnerable to those legal challenges, though the proclamation itself does not address the court rulings directly.
The drone action also diverges sharply from the administration's treatment of manned aircraft. The supply-chain dependency the Commerce report identifies is real and well-documented in the industry. Motors, ESCs, lithium-ion batteries, and docking stations are overwhelmingly produced in China and other Asian manufacturing hubs. Reshoring that component base is not a matter of assembling final airframes in a U.S. facility; it requires building or attracting the upstream manufacturing for precision electromechanical parts, battery cells, and embedded electronics. That is a multi-year capital-intensive proposition, and the tariff schedule gives the industry no transition period beyond whatever timelines the Commerce Department's new incentive program establishes.
For the consumer and prosumer drone market, the 25 percent rate on sub-250-gram aircraft is the line item that will register first at retail. The "Mini" class, which dominates hobbyist and small commercial use, sits squarely in this tier. Whether the domestic-manufacturing carve-out is available to companies whose products are designed in the U.S. but assembled from foreign components is the threshold question for pricing in that segment.
Worth flagging is the tension between the proclamation's national-security rationale and its economic impact on exactly the domestic users it describes as essential. First responders, agricultural operators, and infrastructure-monitoring teams rely on the thermal-camera and heavy-lift UAS categories now facing the steepest duties. The FCC's concurrent push to ban "military-grade" drones under broad definitions adds a second layer of regulatory pressure on the same user base. The combined effect of a 100 percent tariff and a potential equipment ban could constrain availability of the platforms these sectors depend on, even as the administration frames both actions as protecting national security.
What this ultimately enables, if the incentive program and exemption function as intended, is a genuine domestic UAS industrial base with controlled supply chains. The United States has never had a self-sufficient drone-component manufacturing sector; building one would address the data-security and supply-dependency concerns the Commerce report raises. Whether the tariff mechanism, layered on top of existing FCC actions and court challenges to the administration's broader trade agenda, is the instrument that gets there is the open question the industry will be working through over the coming months.
