Britain in Talks to Join Canada-Led Defence Bank Ahead of Carney-Burnham Meeting
Britain is in talks with Canada about joining the Canadian-led Defence, Security and Resilience Bank.
Prime Minister Mark Carney is in Britain this week and is scheduled to meet British Prime Minister Andy Burnham on Wednesday in Liverpool. It will be their first meeting as prime ministers. The two leaders plan to discuss Canada-U.K. relations on defence and security and energy, and to stop together in Liverpool to watch an Everton Football Club match. The bank, known as the DSRB, aims to provide long-term, low-cost financing for defence projects by its member countries. Besides Canada, it has eight members: Albania, Belgium, Greece, Latvia, Luxembourg, Romania, Turkey and Ukraine. Canada has been selected as the host nation for the bank, following negotiations among the founding countries that concluded in Montreal. Canada had aimed to announce 10 founding partners for the institution.
Finance Minister François-Philippe Champagne is scheduled to discuss the bank with Chancellor of the Exchequer John Healey in London this week. Healey is reported to be more favourable than Ms. Reeves was to Britain joining the proposed bank. Germany is also in talks about membership.
A separate financing track is also in development. Britain, the Netherlands, Finland and Poland are setting up the Multilateral Defence Mechanism, a joint financing scheme to pool money for buying weapons together and speed up defence spending.
Carney and Burnham discussed both the DSRB and the Multilateral Defence Mechanism in a call on July 22, 2026. According to the British government readout, the two prime ministers agreed to step up work between the two countries on the bank and the mechanism. The visit follows recent defence and foreign policy positioning in both capitals. On July 16, 2026, Carney announced new measures to strengthen Canada's defence capabilities in London, Ont. Wes Streeting serves as defence minister under Burnham. On Sept. 9, 2026, Burnham said Britain must 'stand against injustice' over West Bank settlements.
The broader context here is a negotiation over architecture, not only membership. Ottawa is pressing a Canada-hosted bank built around long-term sovereign lending to national projects. London is already committed in principle to a smaller joint procurement pool with three European partners. For officials in Ottawa, the provinces and industry, the questions to watch are concrete. What capital structure and lending terms would Britain accept, how would DSRB loans interact with domestic procurement rules, and whether London treats the two vehicles as complementary or as alternatives. The Champagne-Healey discussion in London will give the first indication of how far the political direction from the July call has moved into finance ministry detail.
Looking at what this means for Carney, the Liverpool setting matters for tone but not for substance. A first meeting built around a shared club affiliation lowers the temperature and gives both leaders room to test alignment on defence finance, energy co-operation and wider security files. The test will be whether Wednesday produces a public commitment on next steps for the DSRB, or a restatement that talks continue.
