That reduces the value of bulk account creation and makes secondary-market arbitrage more cumbersome, without requiring in-store queues or manual review. The cost is exclusion. Legitimate new players, returning players below the threshold, and households sharing hardware under one login will fall outside the rule even if they intend to use the machine.

That tradeoff makes more sense when supply cannot be fixed quickly. If constraints run into early 2027, Sony faces an extended period where every unit shipped will sell.
