The Australian government will introduce a set of Australian Standards for artificial intelligence, building on the existing Data Centre Expectations framework, according to a media release published on the Prime Minister's website on 15 July 2026 pm.gov.au. The same day, the ABC reported that the federal Labor government intends to set specific standards for AI data centres, including requirements that operators minimise water usage ABC. The proposal is due to be discussed at a national cabinet meeting the following month.

The push to regulate follows months of groundwork. In March, the government published "An Australian approach to AI: Expectations for data centres," a joint release from the portfolios of Chris Bowen and Tim Ayres setting out five expectations for operators, among them that investments serve the national interest and contribute to Australian resilience DCCEEW. The regulatory gap the standards aim to close is not trivial. Water has emerged as a parallel concern to power. Not everyone in government has framed the boom uncritically. A week earlier, at the AFR AI Summit, Charlton noted that legislation to pause or ban new data centre construction had been introduced in at least eleven Australian states during 2026 Minister Charlton — a detail that complicates the federal government's framing of data centres as a straightforward growth opportunity, given that state-level resistance is already running well ahead of Canberra's standard-setting timeline.

Australia's dilemma is not unique. That international coordination suggests Canberra's move toward binding standards, rather than voluntary expectations, tracks a broader shift among governments that had initially competed to attract hyperscale investment and are now recalibrating around grid and water capacity.

The practical test for the incoming standards will be enforcement mechanics: whether water-minimisation requirements are backed by measurable thresholds and reporting obligations, or remain aspirational in the way the March expectations framework was. National cabinet's discussion next month will likely determine whether states — several of which are already legislating restrictions independently — accept a harmonised federal approach or continue setting their own terms. Given the scale of capital already committed, at over A$100 billion by Reuters' accounting, the cost of regulatory uncertainty falls on investors and utilities alike, with household energy and water bills the most politically sensitive pressure point.
