Government moves to buy human-operated strike drones as lower-cost missile alternative

The New Zealand government is moving to procure strike drones capable of delivering explosives onto targets, Defence Minister Chris Penk announced in a statement today.
The systems would be human-operated, not autonomous. Penk said the government would soon approach the defence industry to ask what was available, particularly from local manufacturers. The drones would deliver an explosive payload without returning to their launch point, offering a lower-cost alternative to conventional missiles (RNZ).
A defence upgrade plan has suggested $100–300 million could be spent on upgrading NZDF strike capabilities. The announcement also sits within a broader defence funding envelope: Budget 2026 allocated NZ$1.58 billion (US$924.62 million) in new defence funding (Reuters).
The strike drone procurement marks a shift from the position the Defence Ministry outlined in June, when it said the drone budget was only for intelligence, surveillance and reconnaissance, not a weapons system. The ministry later clarified that autonomous weapons systems were off the table but human-guided ones were not (RNZ).
That clarification aligns with earlier briefing material. A May 2025 NZDIA Space and Innovation Event briefing explicitly stated there is "no intention for New Zealand to purchase" lethal autonomous weapons systems, describing them as "so-called 'killer drones'" (Defence Ministry). The distinction between autonomous and human-guided systems has now become the fulcrum on which the government's strike drone policy turns.
Budget 2026 also made allowance for two types of long-range unarmed drones: one configured for the southwest Pacific and another ice-proof variant for Southern Ocean operations. Separately, the NZDF has begun market research into unarmed long-range aerial drones for maritime surveillance. NZDF personnel are currently in California testing drones and other military technology as part of a US army-led multinational exercise (RNZ).
The NZDF has emphasised interoperability with Australia, the United States and other partners on drone capabilities as a core objective. The NZDF Aerospace Domain Defence Capability Plan states that industry engagement for procurement of new hardware, software and skilled personnel is expected in 2026 (Defence Ministry).
The policy direction tracks with strategic assessments the Defence Ministry has been developing. The NZDF's Final LTIB document identifies the rise of "cheap precision mass" — low-cost drones and similar systems — as a factor increasingly requiring capability procurement (Defence Ministry).
The broader context here is a government working through how far it is willing to extend the NZDF's strike capacity, and through what mechanism. The June-to-July trajectory from an ISR-only drone budget to a strike drone announcement is compressed, and it suggests either a rapid policy evolution or an earlier intention that was not publicly signalled. Either reading matters for defence industry participants weighing when to engage, and for Parliament watching how the government frames the distinction between human-guided and autonomous systems.
The interoperability emphasis also carries weight. If the NZDF is to operate alongside partners using strike drones, procurement decisions on platform type, data-sharing architecture and training pipelines will need to align with those partners' standards relatively early. Industry engagement flagged for 2026 means those decisions are on a near-term horizon.
