Auckland drivers could pay up to $7 a trip to beat traffic — here's what's being considered

Auckland Council has put forward three options for a congestion charge — a fee drivers would pay to enter and leave the city centre during busy times. The charge would range from $2 to $7 per trip, depending on how wide the charging area is (RNZ).
The first option charges drivers entering the Auckland city centre during rush hour. Council documents called it the fairest, simplest and most workable option, but said it would raise only a small amount of money for public transport. The second option widens the area to include nearby suburbs like Newmarket and Newton, and possibly Ponsonby and Parnell. The third covers major motorways, from the Harbour Bridge to Point Chevalier and Mount Wellington.
Council documents said drivers could save about four minutes per trip under the city centre-only option, and up to 12 minutes if motorways were included. The Ministry of Transport has separately reported that a congestion charge could reduce Auckland traffic by around 8–12% once fully running (Ministry of Transport).
Public consultation starts in mid-November. A preferred option would be chosen in 2027, then approved by the Minister of Transport in 2028 (RNZ).
The law to allow this is already being set up. A Bill giving local councils the power to introduce congestion charges comes into force in November 2026. Consultation on the rules for how those charges would work closed on 25 June 2026 (Ministry of Transport). The council and the Government's transport officials do not fully agree on which option is best. Ministry of Transport officials said the widest option — covering major motorways — would do the most to reduce congestion and could be introduced in stages (Ministry of Transport). Council documents preferred the narrower city centre-only approach. The consultation will help show where Aucklanders stand.
The broader context here is that congestion is costing Auckland a lot of money. Estimates put the cost of traffic congestion in Auckland at over $1 billion a year (NZTA). A joint government and council report projected congestion would keep rising until 2026 before levelling off, and looked at road charges of between 3 cents and 40 cents per kilometre (Ministry of Transport). Auckland has looked at congestion charging before (NZTA).
The timeline means any Auckland scheme is at least two years from being confirmed and three years from starting. The consultation starting in November will be the first chance for the public to have their say on the three options. Council staff prefer the smallest scheme; ministry officials back the largest. The final call will be made by councillors and, ultimately, the Minister of Transport.
In a separate decision, the Government has agreed to change the driver licensing system to make it cheaper and easier to get a licence and improve road safety. The changes were announced on 3 February 2026 and take effect from January 2027 (Ministry of Transport).
