Why France's Deadly Heatwaves Keep Getting Deadlier

In late June 2026, a severe heatwave swept France and killed approximately 1,000 people. That's a single event. But Santé publique France, the country's health authority, has now counted 11,700 heat-related deaths across nine summers — just during official heatwave periods.
Why two different numbers? France measures heat deaths in two ways. One counts only deaths during declared heatwaves — using doctors' reports and death records to spot how many more people died than normal. The other way is broader: data from 2023 shows that over 33,000 deaths happen each summer season (June through September) that are linked to heat. This includes days that are very hot but don't officially count as a heatwave.
Think of the difference this way: one number counts deaths during a declared emergency, the other counts all heat-related deaths whether emergency is declared or not. Both are true; they just answer different questions.
How Bad Was 2022?
Before 2026, the worst recent year was 2022. That summer, France had three separate heatwaves, and health officials counted 2,816 excess deaths across all three. That summer was also hit by drought and wildfires, which made things worse.
The 2026 single heatwave caused around 1,000 deaths — fewer than 2022's total — but you can't directly compare them. One intense heat event is different from three spread out over a season. How hot it gets, how long it lasts, and how cool the nights are all affect how many people die.
Why Older People Die Most
Two-thirds of all summer heat deaths in France happen to people aged 75 and older. That's roughly 23,000 out of 33,000 deaths. This age group is growing, and it will keep growing through the 2030s.
Why are older people hit hardest? Aging bodies don't cool themselves as well. Many live alone. Many take medicines that make heat dangerous. All of this adds up.
A turning point came in 2003. That August, a massive heatwave killed 15,000 people in France — a number so shocking it changed how the government responds to heat. France created a heatwave action plan and set up systems to count deaths quickly. Now they know how many people died within days. Before 2003, they didn't know for months.
Faster counting is good. But it doesn't stop deaths by itself. The real question is: Is France actually preventing deaths, or just measuring them faster? Nine years of data suggest the answer is: some prevention, but not enough.
The 2026 deaths will add to this nine-year total. Whether the numbers will finally push France and Europe to make harder choices — stricter rules instead of just recommendations — is now the unavoidable question.
