The Government's AI Rule-Making Agency Has Now Lost Three Directors This Year

Chris Fall has resigned as director of the Center for AI Standards and Innovation (CAISI), the agency confirmed to multiple news outlets on July 20, 2026. No reason was given for his departure. TechCrunch
Fall had held the role for about three months, having been appointed in spring 2026. His tenure was longer than that of the person before him, but it continues a pattern of quick leadership changes at an agency that sits at the center of the federal government's work on AI.
CAISI is part of the National Institute of Standards and Technology, or NIST. NIST is a federal agency that sets technical standards for everything from computer chips to cybersecurity. CAISI's job is to do the same for AI, figuring out how to measure whether AI systems are safe, reliable, and fair. The director of this office plays a real role in shaping the rules and testing methods that companies and government agencies rely on when they use or buy AI tools.
Fall brought substantial federal science management experience to the role. During the first Trump administration, he served as director of the Department of Energy's Office of Science, the largest federal sponsor of basic physical science research in the United States. Before that, he was acting director of DOE's Advanced Research Projects Agency-Energy, known as ARPA-E. His background in managing large-scale scientific programs under federal constraints made him, on paper, a conventional pick for a standards-oriented position.
He was the third person to hold the CAISI directorship in 2026.
David Sacks led the effort with the title White House AI and crypto czar before stepping down in March 2026. Collin Burns was then appointed, but left in less than a week. According to Washington Post sources, Burns was pushed out in April 2026 because of his prior employment at Anthropic, an AI safety lab. That detail points to the political sensitivity around industry ties in a role responsible for setting neutral technical standards. Fall was appointed after Burns's departure and served roughly three months before resigning.
Three directors. Five months. Zero stated reasons for any of the departures.
The turnover matters because of what CAISI is supposed to do. NIST's work on AI is technical and methodical. Staff develop ways to categorize the risks AI systems can pose, design tests to probe AI models for dangerous behavior, and create benchmarks so different systems can be compared fairly. Think of it like writing building codes: you need consistent, agreed-upon rules that everyone follows. Each incoming director brings their own priorities, and each departure resets the momentum needed to turn draft standards into finalized ones that people actually use.
Fall's exit also removes a leader whose resume connected the science-funding and national-security communities in a way that few candidates for this role could match. The DOE Office of Science operates the national laboratory system, which has become an increasingly important partner for advanced AI research. A CAISI director with those relationships could plausibly have sped up coordination between federal agencies on AI testing infrastructure. Whether that coordination was underway, and whether it survives the next appointment, is not known.
The bigger question is who replaces Fall, and how quickly. The Burns episode revealed that having worked at an AI company can be politically disqualifying for this role, which narrows the pool of qualified candidates in a field where most experienced people have spent time at an AI lab. If the next appointment follows the pattern of a government-experienced outsider with no industry ties, the agency may gain political cover at the cost of technical know-how. If the next director comes from industry, the political pressures that pushed out Burns may return.
For anyone who works in technology, the practical question is whether CAISI can produce lasting standards under these conditions. NIST's earlier AI Risk Management Framework, published in 2023, was developed over a long period with input from many different groups and has been widely referenced in both voluntary and regulatory contexts. That kind of multi-year, consensus-driven process requires stable leadership to guide it through to completion. A revolving door at the director level makes it harder to maintain the relationships with industry, academia, and civil society that give NIST standards their credibility.
There is no indication yet of who the next CAISI director will be, or when an appointment might be announced. What is clear is that the agency responsible for the technical foundations of U.S. AI governance has now cycled through three leaders before completing half a calendar year. That pace would be considered destabilizing at any organization, and it carries particular weight at a federal standards body operating in a fast-moving technical domain.
