Sales of electric two-wheelers in Pakistan surged 173% during the first half of 2026, driven by fuel price spikes and shortage fears following Iran's blockade of the Strait of Hormuz. Market-intelligence firm MotorCycles Data reported the figure, which corroborates a trend Reuters had flagged in April: soaring fuel costs and fears of fuel shortages driving Pakistani consumers toward electric motorbikes (Reuters). Electric two-wheelers now account for more than 10% of monthly vehicle sales in the country.

The economic logic for consumers is stark. Charging an electric bike in Pakistan can cost up to ten times less than fuelling a conventional motorbike. For a country where the motorcycle is the dominant mode of personal transport and household fuel expenditure is acutely sensitive to import-cost shocks, that price differential translates directly into adoption decisions. The Strait of Hormuz blockade constrained petroleum imports into Pakistan, amplifying an already severe cost-of-living squeeze and making energy independence a practical household concern rather than a policy abstraction.

Pakistan's government had laid policy groundwork before the crisis. The National Electric Vehicle Policy 2025-30, announced in June 2025, allocated 9 billion rupees for fiscal year 2025-26 to facilitate 116,053 electric bikes and 3,171 electric rickshaws. The policy framework dovetails with the PAVE programme, which provides a subsidy of Rs. 80,000 per electric two-wheeler and Rs. 400,000 per electric three-wheeler. On the supply side, Pakistan exempts imports of completely knocked down (CKD) kits for electric vehicles, including motorcycles, from sales tax for local manufacturers, a measure currently set to expire on 30 June 2026. Provincial-level initiatives have moved in parallel: Punjab's E-Bike scheme Phase I provides 1,000 e-bikes, with 700 allocated to male students and 300 to female students.

The convergence of an exogenous supply shock with a pre-existing subsidy architecture has compressed the adoption timeline. Policy instruments designed to nudge the market over several years are now being stress-tested by demand that has accelerated faster than the enabling environment may be prepared to support. The CKD tax exemption's June 2026 expiry, in particular, raises questions about whether local assembly capacity has scaled sufficiently to sustain momentum without the import-cost advantage, and whether Islamabad will extend the measure given the changed geopolitical calculus.

The geopolitical dimension is unavoidable. The Strait of Hormuz disruption has demonstrated how a single chokepoint event can cascade into transport-sector transformation in an importing nation thousands of kilometres away, with no domestic policy intention required. Pakistan's EV trajectory is now shaped less by climate ambition than by fuel-access vulnerability — a dynamic that policymakers in other energy-importing states across South and Southeast Asia are likely watching closely. The 173% growth figure, if sustained through the second half of 2026, would place Pakistan among the fastest-growing electric two-wheeler markets globally, though from a low absolute base. Whether the charging infrastructure, grid capacity, and battery-supply chains can absorb that growth remains the open variable.
