Street-level video verified by The Guardian showed vehicles submerged on a main road, the carriageway indistinguishable from the river. In Fangchenggang, on the coast near the Vietnamese border, verified footage showed a car swept down a street with floodwater reaching another vehicle's steering wheel. Waters overflowed or breached barriers at at least three reservoirs in Nanning alone.

Xinhua reported that China upgraded the flood emergency response for Guangxi to Level II on July 6 — the second-highest tier in the national grading system, reserved for severe events requiring substantial inter-agency coordination. A day earlier, on July 5, China's Ministry of Emergency Management had already dispatched two additional working teams to Guangxi to reinforce flood control operations, according to the Chinese government's official English-language site.

The Forward Threat: Super Typhoon Bavi

Even as rescue and drainage operations continue in Guangxi, Chinese meteorologists and emergency managers are tracking a second, more powerful system. Super Typhoon Bavi was crossing the Western Pacific on July 6, carrying sustained winds of up to 180 mph as it passed over the Mariana Islands — Guam, Tinian, Saipan, and Rota — according to the US National Weather Service. Chinese weather authorities, cited by Xinhua, warned that Bavi would bring strong winds and heavy rain to eastern China from July 9.

The broader pressure this creates for emergency management is structural. A Level II response requires provincial and central resources to move in parallel, and with two working teams already deployed, the Ministry of Emergency Management has limited additional surge capacity to commit to Guangxi before it must simultaneously assess Bavi's landfall track. Taiwan, which sits directly in Bavi's projected path across the Pacific, will be the first major land mass to absorb the full-strength system; the degree to which Bavi weakens over the island's Central Mountain Range will shape how much intensity it retains when it reaches the Chinese coast.

For now, the immediate priority in Guangxi is reservoir integrity. Three breaches or overflows in a single provincial capital during one storm is not a normal operational baseline. With another rainfall episode forecast before Bavi's arrival, engineers and local authorities face a narrow window to restore buffer capacity in those structures before the next hydrological load arrives.
