Lake Powell Nears Historic Low as Basin States Miss Deadline on Water Cuts

Lake Powell stood at roughly 23% of capacity — about 5.6 million acre-feet — in early July 2026, and the US Bureau of Reclamation's director of Utah State University's Center for Colorado River Studies, Jack Schmidt, says the reservoir is headed for unprecedented low conditions sometime this fall The Guardian. The nation's second-largest reservoir, a 185-mile impoundment of the Colorado River straddling the Utah-Arizona border, ended June below the annual low it had already hit in May. With spring runoff season over, Reclamation's own projections show the decline continuing for roughly eight months.
The proximate cause is hydrological. The winter preceding this summer produced the worst snowpack on record in the Rockies Reuters, followed by a record-breaking March heatwave across the Southwest that accelerated evaporation and depleted what little snowmelt existed. Unregulated inflow to Powell in April was just 372,000 acre-feet — 41% of average — while Glen Canyon Dam released 471,000 acre-feet that same month, a drawdown that left the reservoir's elevation at 3,526.99 feet, 173 feet below full pool, and storage at 24% of live capacity USBR. Reclamation has since begun cutting releases specifically to slow the descent toward the elevation at which Glen Canyon's turbines fail.
That threshold — minimum power pool, set by Reclamation at 3,490 feet — is now uncomfortably close. Powell sits only 37 feet above it, and the bureau has warned that without major intervention, the reservoir could fall below that line as soon as August Inc.. Reclamation's June 24-Month Study projects the reservoir will end the water year near 3,510.85 feet, at about 20% of capacity — with a more pessimistic May scenario putting December 31 elevation as low as 3,504.32 feet under a "Probable Minimum" inflow forecast of just 3.01 million acre-feet, 31% of average. For comparison, Reclamation had projected Powell at 3,538.47 feet on January 1, 2026 — 48 feet above minimum power pool at the time. The margin has eroded fast.
Except for a brief dip in the winter of 2023 — from which spring runoff pulled the reservoir back up to 9.6 million acre-feet by June that year — Powell hasn't been this low since June 1965, two years after the US began filling it behind Glen Canyon Dam. The 2023 rebound is the exception that makes this year's forecast notable: officials are not counting on a repeat, given the snowpack deficit already baked into spring 2026's meager runoff. Supplemental releases from the upstream Flaming Gorge Reservoir did little to arrest the slide this spring.
The stakes extend well beyond the reservoir's shoreline. Glen Canyon's power plant supplies electricity to nearly 6 million households and businesses, and turbine failure at minimum power pool would strip that generation from the grid. More broadly, the Colorado River system supplies water to 40 million people across seven states — California, Nevada, Arizona, New Mexico, Colorado, Utah and Wyoming — plus dozens of tribal nations and two countries. In Utah, the effects are already visible on the ground: the Salt Lake Tribune reported on June 24 that streams and wells across the state were running low and dry amid what it described as unprecedented cuts Salt Lake Tribune.
Reclamation has designated water year 2026 under the Mid-Elevation Release Tier, fixing the annual release from Powell at 6.0 million acre-feet as determined by the Interior Department — a figure set before this spring's inflow collapse became fully apparent. The bureau's 2024 LTEMP Supplemental EIS Record of Decision, signed July 3, 2024, also governs experimental flows designed to disrupt smallmouth bass and other invasive warm-water fish below the dam; those flows ran from August 3 to October 21, 2025, before operations returned to normal — a reminder that ecological management continues even as the reservoir's basic water-supply function is in question.
Physical risk compounds the supply crisis. The Colorado Sun reported July 6 that cavitation — turbulent, low-pressure bubble formation in fast-moving water — is threatening Glen Canyon Dam's infrastructure as the reservoir shrinks toward historic lows, the same phenomenon that damaged the dam's outlet works in 1983 Colorado Sun. That 1983 damage occurred at much higher reservoir levels than today's, which raises the stakes of any prolonged operation near minimum power pool, where flows through the dam's outlet works behave differently than they were designed for.
Diplomatically, the crisis has outpaced the politics meant to manage it. Negotiators from the seven basin states missed a February 2026 deadline to agree on new conservation guidelines, and as of early July they remained deadlocked Reuters. Arizona officials say Washington is now weighing its own cutback proposal, and Reclamation could impose an interim plan as early as August if the states fail to agree Reuters. The current interstate agreement expires at the end of 2026, meaning whatever framework emerges — negotiated or imposed — will have to double as both an emergency response and the foundation for the river's next operating era.
The dispute among the seven states has simmered for over two decades as both Powell and its downstream counterpart, Lake Mead, have steadily lost storage; this year's numbers suggest that slow decline has become an acute one, forcing decisions that basin negotiators have deferred since talks began.
