Carriers operate emergency call routing under statutory obligations that leave little room for partial performance — a 90% reduction in fault occurrence is, in regulatory terms, still a failure state for a service meant to be unconditional. The coming weeks will test whether the post-2025 reporting regime produces enforceable consequences or simply a more detailed paper trail of the same underlying fragility.
