The National Weather Service issued Flash Flood Emergencies for parts of Kerr County and Uvalde County, Texas, on July 16, 2026, after up to 20 inches of rain inundated the Uvalde area over the preceding 48 hours and the Guadalupe River at Comfort rose more than 30 feet in a matter of hours overnight. The NWS San Antonio/Austin office (CWA code EWX) labeled the situation "PARTICULARLY DANGEROUS" and urged residents to "SEEK HIGHER GROUND NOW!" The Guardian.

The warning described "life threatening flash flooding of low water crossings, small creeks and streams, urban areas, highways, streets and underpasses." All or portions of 14 counties were under flash flood warnings, according to the NWS Texas Tribune. Flash flood warnings also covered parts of Kinney, Maverick, and Zavala counties. The NEW Flash Flood Emergency bulletin explicitly named the "Uvalde and Knippa area," with Knippa being a community in Uvalde County NWS EWX.

Shelter-in-place orders were issued for residents of Kerrville and Uvalde. The Uvalde County Office of Emergency Management stated on social media: "All major highways and many city streets are CLOSED due to flooding and water over the roadway" The Guardian.

Texas Governor Greg Abbott, who issued a disaster proclamation on July 14 in response to severe storms and flash flooding threatening the state, stated: "Our primary focus right now and throughout the remainder of this torrential rain is saving lives" The Guardian. The disaster proclamation preceded the worst of the rainfall, which intensified overnight on July 15 into July 16. Approximately 11 inches of rain fell northwest of Kerr County since 10 p.m. on Wednesday, July 15 KXAN.

Rainfall totals varied sharply across the region. Three to 12 inches fell across parts of Bandera, Kerr, and Real counties. The NWS assigned a Level 4 of 4 (High) risk for flooding rain to portions of the U.S. 90 corridor west of San Antonio, including the southern Edwards Plateau, Rio Grande, and western Hill Country. The forecast warned of "considerable to locally catastrophic flash flooding impacts" in that high-risk area. An additional 10 to 15 inches of rain was possible in isolated pockets over the Rio Grande Plains, southern Edwards Plateau, and western Hill Country through Thursday evening. Widespread additional rainfall of 2 to 6 inches was forecast across the rest of the Flood Watch area, which spanned the Hill Country, I-35 corridor, southern Edwards Plateau, and Rio Grande Plains NWS EWX. Outside the Level 4 zone, the NWS assigned up to a Level 3 of 4 risk of flooding rain. The NWS EWX office also warned that floodwaters carry hidden dangers including displaced animals, stinging insects, live wires, harmful bacteria, toxic chemicals, raw sewage, and sharp objects or debris.

This event falls approximately one year after the July 2025 Texas Hill Country floods that killed more than 100 people, including 25 girls and 2 counselors at Camp Mystic on the Guadalupe River The Guardian. The recurrence of catastrophic flooding in the same corridor, during the same month, under similar meteorological conditions, raises questions about the adequacy of current early-warning infrastructure and floodplain management in the Hill Country. The Guadalupe River basin's karst topography and narrow valleys accelerate runoff, compressing the time between rainfall and cresting. A 30-foot overnight rise at Comfort underscores how little margin exists between detection and impact.

The flood watch remained in effect through Thursday evening, July 16, for the affected region. With additional heavy rainfall forecast and saturated soils across the Edwards Plateau, the hydrologic threshold for renewed flash flooding remained low. For emergency managers and residents across the Hill Country, the immediate concern is the compounding effect of successive rainfall waves on already swollen watersheds.
