His remarks came as CSIRO's Centre for Disease Preparedness confirmed positive H5 results on Monday from samples taken at Baudin Rocks, approximately five kilometres south of Cape Jaffa in South Australia. Samples from five greater crested terns and a silver gull tested positive. Victorian chief veterinary officer Dr Graeme Cooke said the observations were consistent with the patterns recently reported in South Australia, with aerial and ground surveillance near Portland and Nelson showing a clear increase in dead terns along that stretch of coastline. Cooke noted that Victoria's first H5 detections the previous week were individual cases and that the disease is now spreading with broader impacts. CSIRO confirmed 18 new cases in the state, including the six Baudin Rocks birds and a migratory petrel found in the Coorong, a wetland of international significance. The virus's arrival on the continent had been tracked since mid-June: Reuters reported Australia's first suspected mainland case on June 19, 2026, making it the last continent to remain free of H5. The south-west Victorian coastline where the latest suspected cluster was identified holds particular ecological significance. The region hosts an important breeding colony of Australasian gannets, seal colonies, and the Glenelg estuary and Discovery Bay, an internationally significant wetland site. The convergence of breeding seabirds, marine mammals, and migratory shorebirds in a confined coastal zone creates conditions that could amplify transmission pathways across species.

The broader context here is one of epidemiological inevitability meeting ecological vulnerability. Watt's framing of wild bird movement as unstoppable is accurate; migratory species do not observe biosecurity perimeters.
