Norway Blocks ChatGPT and AI Tools for Young Students

Why Ban AI for Young Learners
Norway is concerned about something that has been discussed in schools across Europe since 2022: does using AI shortcuts slow down learning? When a child can ask ChatGPT for an answer, they skip the work — figuring it out themselves — that actually builds the skill. Learning math, reading, or writing requires struggle and practice. If AI does the work instead, the child may not develop the ability as fully.
Right now, nobody has enough evidence to say this for certain. But Norway decided to be cautious and wait for better research before letting young students use these tools widely.
Why Stop at Age 13
Norway chose age 13 as the cutoff because that age already matters in European law and tech companies' rules. Many AI platforms and websites don't let users under 13 have their own accounts. By using age 13, Norway connected its school rule to rules that already exist elsewhere, making it easier to enforce.
Students aged 14 and up can still use generative AI. This lets older teenagers learn how to use these tools while protecting the youngest students.
How Does This Fit Into Larger EU Rules
The European Union made new rules called the AI Act. It says that AI used in schools is "high-risk" — meaning it needs careful checks before it's used. The EU won't force every country to ban AI in schools, but it gave countries permission to make their own stricter rules. Norway used that permission to create its ban.
What Other Countries Are Doing
Different countries have different approaches. Britain is telling schools to make their own AI policies rather than banning it outright. France banned smartphones in schools a few years ago and is looking at other tech limits. The United States has no national rule; individual school districts choose whether to allow AI or not.
Norway's ban is clear and comes from the national government, which makes it different from the mixed approaches elsewhere.
The Real Challenge: Keeping Kids Off AI
Here is the hard part: generative AI is built into many devices like phones and tablets, and kids can access it through web browsers. It is difficult for schools to block it without strict technology controls that could cause other problems.
Schools have tried to ban smartphones before and mostly failed — kids find ways around it. Norway will face the same problem.
What This Means for Companies
Companies making educational apps and learning tools now know they cannot sell AI features to Norwegian elementary schools. They can still sell to older grades. This is a small change for global tech companies, but it shows that rules about AI will now depend on age, not just location.
