Who Will Speak for Venezuela at the U.N. This Week?

Venezuela is listed to speak at the United Nations General Debate under Her Excellency Delcy Eloína Rodríguez Gómez, with the title Acting President.
The listing was posted on the U.N. General Debate website for Venezuela (Bolivarian Republic of) on 21 September 2026. A United Nations Security Council record also calls Ms. Delcy Rodríguez Acting President of the Bolivarian Republic of Venezuela Security Council record.
The General Debate is part of the Eighty-First Session. That is the yearly meeting where leaders give speeches. Meetings are set for 22-26 September and 28 September 2026, according to the U.N. e-Delegate programme U.N. e-Delegate schedule. The U.N. General Debate programme lists times for 22, 23, 24, 25, 26 and 28 September. Sessions run in the morning and afternoon.
Other countries are on the same list. The website lists Honduras under President Nasry Juan Asfura Zablah, Montenegro under President Jakov Milatović, and Eswatini under Head of State King Mswati III.
A planned meeting in New York is getting attention. A senior U.S. official said U.S. President Donald Trump would meet Venezuela's interim President Delcy Rodriguez in New York on Tuesday Reuters. It was described as a face-to-face pull-aside meeting ABC News. A pull-aside is like a short hallway chat at a big conference, not a full formal meeting.
Rodriguez served as Venezuela's vice president under Maduro Reuters. A Venezuelan group led by Rodriguez was in New York to talk about debt and energy, according to U.S. sources. Acting President Delcy Rodriguez had joined a meeting with the U.S. in Caracas, Venezuela, on 2 September 2026 Associated Press.
Venezuela's Foreign Ministry website says Presidenta Delcy Rodríguez was at the opening of the high-level part of the UN General Assembly. On 23 September 2026, the ministry said Venezuela told the United States it wants to keep building dialogue Venezuelan Foreign Ministry. The ministry also posted an article titled "La obsesión venezolana de Donald Trump y su patético discurso".
The broader context here is about rules as well as politics. The title Acting President decides how Venezuela is seated, announced and recorded. Credentials, nameplate and speaking order follow from that title. For other countries and U.N. staff, it answers a simple question: who speaks for the state.
Looking at what this means for the week, there are two tracks. One is public, the speeches in the General Assembly Hall that go on the record. The other is private, the pull-asides and group meetings about debt, energy and dialogue. Whether the New York talks lead to working deals will depend on follow-up after debate days end on 28 September.
