Telstra's Triple-Zero Problem: How a Software Bug Broke Emergency Calls

On the morning of 9 July 2026, people using Telstra phones still could not reliably reach triple zero—Australia's emergency line. This was the second time in two days the service had failed. By 6:30am that morning, Telstra said the problem had dropped by 90%, but some callers were still getting error messages and couldn't get through The Guardian.
Communications Minister Anika Wells told ABC radio that some calls to 000 were going to voicemail, while others weren't connecting at all The Guardian. The day before, Wells had said "dozens" of emergency calls were lost during the main outage ABC News. Industry Minister Tim Ayres was blunt: he said "100% is the only acceptable figure" for getting through to emergency services, and the government would investigate fully.
The cause was a software defect in Telstra's core systems that the company called a "major time-keeping issue" The Guardian. The second emergency call fault appeared hours after Telstra said it had fixed the first one The Sydney Morning Herald. This matters because it shows the first fix did not fully solve the problem—other parts of the emergency call system were still damaged.
Telstra checked on over 300 people who had tried to call triple zero during Wednesday's outage. Of those, 238 said they were fine, some were connected to police, and six needed emergency help and got it The Guardian. Telstra's CEO Michael Ackland noted that more people than normal had called triple zero, which might mean some were just testing whether the line was working. The Communications Minister said she had not heard of anyone actually harmed by the second fault.
The problem turned political. Opposition spokesperson Sarah Henderson said on 2GB radio that she had called triple zero herself during the outage. She said she was right to do so because she needed to report the problem to the government. Telstra apologized Thursday morning: "We're deeply sorry for the impact this issue has had on so many people."
The damage went beyond phones. Every regional train in Victoria stopped running Thursday morning because Telstra's 4G network was blocking the backup communication system trains use. When the main signal drops, trains rely on satellite phones to stay in touch with control centers. V/Line's chief said the interference was real but did not say when trains would run again, only that they might come back before the afternoon. In New South Wales, regional trains also stopped that morning, with buses taking passengers on some routes.
This tells us something important: Australia's regional trains depend on Telstra's network as a safety backup. When Telstra's software broke, the problem spread from phones to trains in about 24 hours. It shows how much regional Australia leans on one company's infrastructure—something regulators may not have fully understood.
Telstra has had emergency call problems before. An earlier report from the ACMA (the telecom regulator) found that Telstra had failed to connect 148 emergency calls in late 2024 ACMA. New rules started on 1 November 2025 to make emergency calls more reliable during outages ACMA, and from 30 June 2026, phone companies have to publish when they have major problems ACMA. These new rules were meant to stop exactly what just happened.
The real question now is whether the new rules will actually work. A 90% fix is not good enough for emergency calls—they have to work all the time. The government's investigation will show what the telco missed when it said the first problem was solved.
