Free AI Models Are Catching Up to the Big Paid Ones, Says Mozilla's New Report

Mozilla published its first-ever "State of Open Source AI" report on July 14, 2026. The full report is hosted at stateofopensource.ai as of July 17. The report, announced in a Mozilla blog post, draws on a survey of over 950 developers and usage data from major platforms. Its main argument: AI models that are free for anyone to download, run, and modify — often called "open-weight" models — have nearly caught up with closed, proprietary alternatives built by companies like OpenAI and Google.
Mozilla CTO Raffi Krikorian wrote the report's opening letter. The core claim, echoed in the announcement, is that "open models are no longer playing catch-up."
The numbers support that claim. In spring 2026, the strongest closed AI model scored 60 on a test referenced in the report, while the strongest open model scored 54. A year earlier, the leading open model scored just 22 on the same test. That is a 32-point jump in twelve months, closing a gap that had seemed permanent.
Usage tells a similar story. OpenRouter, a service that lets people send requests to many different AI models through one platform, processed 25 trillion tokens per week as of mid-2026. Tokens are the small pieces of text that AI models read and generate. By late 2025, free open models accounted for about one-third of all traffic on the platform. The single most-used model on OpenRouter is an open one, not a proprietary one.
Hugging Face, the largest website for sharing AI models, now lists 2.5 million public models and has 13 million users, according to the report. A third of Fortune 500 companies are among those users. The size of the site and its reach into major businesses together show that free AI models are not just a research curiosity — they are being used in real products.
Mozilla pointed to more than just test scores and usage numbers. The European Commission has proposed an "open source first" rule for government agencies buying AI. If adopted, it would give free, open models an advantage when European governments choose which AI to purchase. Canada has set a national goal to raise the share of businesses using AI from 12 percent to 60 percent, though the report does not give a timeline or explain how open-source models fit into that plan.
One event described in the report stands out. In June, one of the most advanced AI models went offline around the world after a government sent a letter. The report does not name the model, the government, or the legal mechanism involved. But the episode reveals something important: if a model can be downloaded and run on your own computers, no single government can switch it off.
Taken together, the policy push and the June takedown point to something beyond test scores. When a government can cut off access to a leading AI model with a letter, the way that model is distributed becomes a question of reliability, not just of performance or price.

I have been covering technology shifts since the personal computer era, and the pattern here feels familiar. A company builds a dominant product behind closed doors. A free, open alternative appears and is good but slower. Then, in a surprisingly short time, the open version gets good enough that people start choosing it for real work. This happened with operating systems, with databases, and with web browsers — Firefox itself was part of that last story. The difference with AI is the speed. A 32-point gain in one year is not steady, gradual progress. It is the kind of pace that pushes organizations to rethink their whole approach, not just which model they pick.
In my view, the way AI models reach people is becoming a question of governance, not just of technology or business. The European Commission's proposed "open source first" rule, if it becomes law, would create a formal preference for open models in government AI spending. Combined with the June incident where a government letter took a model offline, this suggests that distribution is now a political and regulatory issue, not only a technical one.
Mozilla is not a neutral party, and that is worth stating plainly. The organization has a long history of supporting open approaches and funded this report in part to make that case. But the data it gathered comes from third-party platforms and verifiable metrics. If free AI models keep improving at anything close to this rate, the question for technology teams shifts from "can we use an open model?" to "which open model, and where do we run it?"
