Starting September 4, 2026, the Panama Canal Authority (ACP) will cap daily vessel transits at 34, then drop the limit to 32 on September 15, in response to drier conditions expected from a strengthening El Niño. The canal normally handles about 40 vessels per day and carries roughly 5 percent of global maritime trade. Daily transits have averaged 35 since June, so the September cuts will push traffic below even those reduced levels (Al Jazeera).

The announcement reverses the authority's earlier stance. As recently as May 2026, ACP officials told Reuters there were no plans to limit crossings that year. A press release dated May 18, 2026, confirmed 38 daily transits and stated that current data did not forecast the need for transit restrictions through December 31, 2026 (Panama Canal Authority).

That about-face suggests conditions deteriorated faster than the authority's models anticipated, or that updated El Niño projections forced a reassessment.

Scientists expect a particularly strong El Niño in the coming months, potentially among the strongest on record, which could increase the frequency of extreme weather events. El Niño is a naturally occurring phenomenon that recurs every two to seven years, marked by warmer-than-usual sea surface temperatures in the eastern tropical Pacific. Historical moderate or strong El Niño events, including those of 1982–1983, 1997–1998, 2015–2016, and 2023–2024, showed their most pronounced impacts in the subsequent year, according to ACP analysis (Al Jazeera; Panama Canal Authority).

The canal's vulnerability is built into its design. Its lock system — essentially a series of water elevators — lifts and lowers vessels between the Pacific Ocean and the Caribbean Sea, relying on freshwater from Gatun Lake and, to a lesser extent, Alhajuela Lake. Each transit consumes significant volumes of that freshwater. Gatun Lake also supplies drinking water to Panama City and serves more than 50 percent of Panama's population, creating a direct tension between maritime throughput and domestic water security during dry periods. The canal's water reserves are held in Gatun and Alhajuela Lakes (Al Jazeera; Panama Canal Authority).

The ACP had not been idle before this reversal. Since late 2025, the authority continuously monitored the El Niño scenario and maintained Gatun Lake water levels at historically high values. The 2026 dry season was among the wettest on record since 1950, and during the first half of fiscal year 2026 (October 2025 through March 2026), the canal recorded 6,288 transits, an increase of 224 over the same period the previous year. In the last week of December 2025, the ACP activated preventive water-saving measures, including simultaneous lockages, use of water-saving basins at the Neopanamax locks, use of interior gates, and temporary suspension of hydroelectric generation at Gatun. Lake-level projections are updated weekly to evaluate possible water-deficit scenarios (Panama Canal Authority; Panama Canal Authority).

The magnitude and severity of an El Niño event can be assessed with greater precision at the start of the rainy season in May and June, according to the ACP. That assessment window aligns with the gap between the May assurances and the August reversal: the authority apparently gained clarity on El Niño's trajectory during the very months it had identified as decisive.

Beyond transit caps, draft restrictions are also tightening. The ACP scheduled a maximum-draft reduction to 14.63 meters (48 feet) for August 26, 2026, followed by a further reduction to 14.48 meters. A separate ACP notice on transitory adjustments states that vessels will be offered a draft of 47.5 feet instead of the maximum allowed draft during the current dry season (Riviera MM; Panama Canal Authority). Draft refers to how deep a ship sits in the water, which determines how much cargo it can carry. Shallower drafts force vessels to carry less cargo per transit, compounding the impact of the transit caps.

The precedent is sobering. A severe drought in 2023 cut canal traffic by roughly 36 percent and disrupted global supply chains. Reuters reported at the time that if the drought extended beyond 12 months, the canal could be forced to revise its weather modeling, potentially triggering additional restrictions. That drought experience appears to be informing the ACP's preemptive posture now, though the authority has not explicitly drawn the parallel (Al Jazeera; Reuters).

For shippers, the immediate calculus is whether to accept delays at the canal or reroute. The 2023 disruptions pushed some traffic to alternative routes, including the Suez Canal and the Cape of Good Hope, though each carries its own cost and risk profile. The September caps, layered on top of draft reductions, will effectively reduce both the number of transits and the cargo carried per vessel, tightening capacity on a corridor that handles 5 percent of global maritime trade. The cumulative effect on freight rates and delivery timelines will depend on how long the restrictions remain in force and whether El Niño's impact matches scientists' expectations for intensity.

The ACP has not indicated an end date for the transit caps. Its May projection that restrictions would not be needed through December 31 has been overtaken by events. Whether the current caps hold at 32 or tighten further will depend on rainfall during the remaining rainy season months and Gatun Lake levels through the transition into the 2027 dry season.
