Canada Bets Big on Luring Researchers Spooked by U.S. Funding Cuts

Canada has announced a C$1.7 billion initiative to attract international researchers to its universities, aiming to position itself as a destination for scholars unsettled by U.S. federal budget cuts and funding uncertainty under the Trump administration. The government also committed $120 million over 12 years specifically for institutions to attract international early-career researchers (Reuters; Government of Canada).
The announcement builds on a trend visible since early 2025. By January, the University of Toronto reported an uptick in U.S. applications following the first wave of American funding reductions. Canada is not alone in this pursuit. Austria reported a "brain gain" after attracting 25 academics away from U.S. universities following the cuts, and foreign universities broadly have sought to hire scientists who lost jobs or grants due to U.S. research funding reductions (Reuters; AP News).
Canadian institutions have already moved beyond recruitment into hiring.
