The Trump administration is closing two of three USDA research projects studying cyclospora, an intestinal parasite responsible for one of the largest foodborne illness outbreaks in recent US history, as first reported by Politico on August 30, 2026.

Congress defunded the two projects earlier in 2026. The Agriculture Appropriations Act for fiscal year 2026 included no funding for cyclospora research at the Beltsville Agricultural Research Center (BARC), a 6,500-acre complex outside Washington, DC, where USDA researchers study nutrition, animal health, and food safety, according to a USDA spokesperson (The Guardian). The administration has said BARC is too expensive to keep open (Politico).

A third cyclospora research project remains funded but is slated for relocation from Maryland to Iowa as part of a broader USDA reorganization. USDA officials have framed the relocation as an effort to move employees closer to the communities they serve and have said research will proceed without interruption (Politico). A USDA spokesperson said the Agricultural Research Service is working with research leaders to ensure an orderly transition and pointed to Congress over the funding cuts, adding that none of the cyclospora research has been disrupted (The Guardian).

The reality on the ground tells a more tangled story. All scientists working on the cyclospora parasite declined to relocate to Iowa, according to Politico, which cited people familiar with the plans and internal documents. Scientists researching foodborne parasites, including cyclospora, are retiring or leaving the USDA's Agricultural Research Service rather than relocating or being reassigned to other projects (The Guardian). NPR reported in late August that work in both cyclospora research labs effectively halted during the summer of 2026, with no plans to move specialized equipment or frozen stores of pathogens.

The closures arrive amid a major cyclosporiasis outbreak. The CDC recorded more than 17,000 confirmed cases across 48 states plus Washington, DC, between May 1 and August 24, 2026 (The Guardian). The agency said at least 11,844 additional cases may require further investigation. A multistate outbreak linked to Taylor Farms de México iceberg lettuce was identified as a major driver of the 2026 case increase, according to a CDC investigation update published July 17. Separately, the FDA is investigating multiple cyclospora outbreaks, including one that has sickened more than 11,000 people across 20 states (Politico).

Cyclospora cayetanensis presents particular research challenges. The organism cannot be directly cultured or propagated in a lab, meaning researchers cannot simply grow more of it for experiments the way they can with bacteria like E. coli. Instead, they depend on oocysts (a hardy, seed-like stage of the parasite) collected from the field. A 2021–2023 National Advisory Committee on Microbiological Criteria for Foods report noted this constraint (USDA FSIS). Kalmia Kniel, a University of Delaware professor researching cyclospora who previously studied with the BARC parasite scientists, said that without BARC, researchers lack the models and surrogates (substitute organisms used for testing) needed to work quickly (Politico). Food-safety experts warned as early as July that plans to shutter the USDA facility would hinder efforts to protect consumers from foodborne illness (Mercury News.

Spokespeople for Republican and Democratic appropriators in the House and Senate who oversee funding for the parasite research did not respond to multiple requests for comment from Politico.

The broader context here extends beyond a single parasite. The USDA relocation effort is raising questions about the Trump administration's overhaul of vital research infrastructure amid public health threats including cyclospora, salmonella, and E. coli. The loss of specialized expertise is compounded by the biological constraints of the organism itself: because cyclospora cannot be cultured in a lab, research depends on a finite supply of field-collected oocysts and the institutional knowledge to deploy them. Think of it like a library with one-of-a-kind manuscripts and only a few librarians who know how to read them. When the librarians leave and the manuscripts are left behind in a building slated to close, that knowledge is not easily rebuilt elsewhere.

USDA officials maintain that the reorganization will not interrupt research. The gap between that assurance and the reported departure of all cyclospora scientists, the halting of lab work, and the abandonment of specialized equipment and pathogen stores is the tension that will shape how this story develops in the coming months.
