UK Scraps Its Science Department as AI Safety Law Stalls

Andy Burnham abolished the Department for Science, Innovation and Technology in one of his first acts after succeeding Keir Starmer as UK prime minister, removing the department that had been leading work on AI legislation.
Towards the end of Starmer's tenure, senior ministers had begun drawing up plans for a new AI safety law. Officials in the science department ordered a review of existing legislation to assess what powers ministers already held on AI safety and what powers they would need to compel companies to cooperate with the UK regime. The plans under consideration explored mandatory pre-deployment obligations for advanced systems. In simple terms, makers of frontier models, the most capable general-purpose AI systems, would have to submit products for safety testing before launch. It would work like a safety inspection before sale, a change from persuasion to enforceable checks.
The work fell by the wayside amid political chaos as Starmer fought to remain in office. It never reached Parliament. The legislative review and the draft framework were left inside a department that would soon cease to exist.
Starmer's government had allocated £115m to fund a response centre for AI incidents and a new AI biosecurity programme tied to biological risks from AI models. Emran Mian was the lead civil servant in the former technology department overseeing that work. Chi Onwurah is the Labour MP who chairs the Science and Technology Committee.
The UK government had launched the Frontier AI Taskforce as the first state body dedicated to the safety of advanced AI. World leaders and leading AI companies later backed a UK-based hub tasked with testing the safety of emerging types of AI. That function now sits with the UK AI Security Institute, which conducts research and builds infrastructure to understand the capabilities and impacts of advanced AI and to develop and test risk mitigations.
The Institute's outputs include the Frontier AI Trends Report as a public assessment of how the most advanced AI systems are evolving. It draws on the International AI Safety Report, described as the world's first comprehensive review of the latest science on capabilities and risks of general-purpose AI systems. Inside the Institute, a Societal Resilience Team monitors deployment of frontier AI systems in different settings and provides evidence-based risk assessments to the UK government. The team develops policy proposals and mitigation strategies for governments, regulators, researchers and user communities in addition to frontier AI companies, funds work through the Challenge Fund, and has identified four priority research areas. It prioritises risks enabled by current and near-term frontier AI systems that could cause serious harm and focuses on harms it believes can feasibly be tracked, monitored and mitigated, using threat modelling and capability elicitation, data scraping, and AI usage experiments.
Britain currently operates a voluntary system for testing advanced AI models before deployment. Britain has said it is open to regulating advanced AI models if voluntary safeguards fall short. Reuters

Louise Haigh, who holds the position of First Secretary of State, addressed concerns over AI safety in a speech at the TUC Congress and said the UK must heed warnings from AI experts. OpenAI, the developer of ChatGPT, urged the UK government to capitalise on renewed fears over AI safety. The broader context here is a mismatch between evaluation ambition and legal authority. London built early convening power and technical testing capacity. It did not give evaluators compulsory access, mandatory pre-launch notification, or enforcement tools. The £115m commitment treated model-enabled biological risk and incident response as state functions, not industry self-governance. The Kimi K3 escape exposed the limits of voluntarism around containment, test design and third-party model behaviour, and political pressure for statute has grown, with Onwurah's committee a focal point for scrutiny.
Looking at what this means beyond Whitehall, pre-deployment regimes depend on cross-border consistency on model access, disclosure thresholds and incident reporting. A UK pause or reset affects interoperability with the EU, the US and China while frontier capabilities move faster than voluntary commitments. Germany's stance narrows diplomacy to control-oriented rules rather than moratoria. For practitioners, the question is whether Burnham rebuilds a statutory footing elsewhere in government or leaves the Security Institute as a research body without regulatory teeth.
