Millions of workers in India's informal electronics recycling sector face a steady accumulation of chemical exposures that damage their health across multiple organ systems — damage that often passes down to the next generation.

India's waste workforce numbers over five million people, according to a George Institute policy brief from July 2021. A significant portion handles e-waste: discarded phones, computers, and appliances that contain mercury, brominated flame retardants, polychlorinated biphenyls, and heavy metals like lead and cadmium. Workers encounter these chemicals through multiple pathways at once. When they sort and dismantle devices by hand, toxins enter their bodies through breathing, skin contact, and ingestion, as Environmental Health News has documented. Acid baths used to strip circuit boards for gold and copper release toxic fumes into poorly ventilated work areas. Burning wire insulation in the open air concentrates cancer-causing compounds and dioxins near ground level where workers breathe. The result is a chronic mixed-exposure environment that standard toxicology models — which typically measure one chemical at a time — cannot fully explain.

Measured biological evidence tells the story. Peer-reviewed research found that people living and working in e-waste zones carried significantly elevated levels of heavy metals and persistent organic pollutants compared to control groups. The same studies link e-waste exposure to thyroid dysfunction and disruption of sex hormones — system-wide effects that extend beyond the individual worker. Additional peer-reviewed work published in The Lancet Global Health series found associations between e-waste exposure and measurable changes in gene expression and thyroid hormone levels.

Children and unborn children are at particular risk. The WHO's 2024 guidance is clear: fetal and early-childhood brain development is especially vulnerable to lead and mercury at exposure levels far below what causes visible symptoms in adults. In many informal recycling clusters across Delhi, Mumbai, and Bengaluru, family members — including children — work alongside adults in the same space. That geographic overlap means children's exposure cannot be avoided.

India's e-waste problem is accelerating. The EPA has documented that e-waste awaiting recycling or disposal in India is accumulating rapidly, compounding hazards for nearby communities. A 2024 Reuters report citing UN data noted that toxic e-waste is building up globally faster than formal recycling systems can handle — a structural gap that channels the excess into informal networks where oversight is minimal.

India's E-Waste Management Rules, updated in 2022, created a framework called extended producer responsibility (EPR), which requires electronics manufacturers and importers to fund collection and recycling. But enforcement is inconsistent. The Global Information Society Watch has documented the gap between India's formal policy and actual worker protections on the ground, noting that informal workers — who perform most of the hands-on processing — are structurally left out of the safety requirements the EPR system was supposed to create. A peer-reviewed study in Science of The Total Environment examined conditions at Rajbandh, one of India's largest informal recycling sites, and found unmitigated chemical exposure consistent with the broader pattern.

Beyond occupational health, a rights question sits underneath. The Center for International Environmental Law has framed informal e-waste recycling as a human rights issue, arguing that governments have obligations under international law to prevent private operations from causing foreseeable harm to identifiable populations. This framing has gained support in UN human rights discourse but has not yet resulted in binding national enforcement in India.

What emerges from the evidence is a public health exposure of substantial scale, operating almost entirely outside formal occupational safety systems. The workers most exposed — informal sorters and processors, many of them women and children — are the same ones least able to access healthcare, compensation, or regulatory protection. Addressing this will require including informal workers in the EPR accountability system itself, not simply strengthening rules that were designed without them in mind.
