Canada's federal government launched its Nuclear Energy Strategy on 22 June 2026, committing to build as many as 10 new nuclear reactors over the next 15 years, with at least one outside Ontario.

The concrete goal: two reactors under construction by 2035, and the full fleet of up to 10 operating by 2040. This phased approach — starting two sites within nine years, then finishing the rest over the following five — mirrors patterns South Korea has used successfully, where spreading construction across multiple locations lets supply chains and regulatory approvals develop in tandem rather than all at once.

What's Actually in the Strategy

The strategy was flagged in April 2026 and has now landed on schedule. The detail that stands out is the requirement for at least one reactor outside Ontario.

Until now, Canadian nuclear conversation has centred on Ontario's existing CANDU fleet (a Canadian reactor design used domestically and exported abroad) and new work at Darlington. Explicitly moving a reactor outside Ontario signals intent to spread both the economic benefit and the community engagement work across provinces. Exactly which provinces are being considered remains unclear from public information so far.

Canada has a genuine advantage here: it produces roughly 24 percent of the world's uranium. Unlike countries that depend on long-term contracts with Kazakhstan or Russia for fuel, Canada will not face fuel-supply vulnerability as it builds out reactors. That security is a real structural advantage when procurement talks begin.

The domestic nuclear sector already employs about 89,000 people and contributes roughly C$22 billion to the Canadian economy, according to Natural Resources Canada. A program this size — up to 10 reactors — will demand significantly more skilled trades, nuclear-grade manufacturing, and regulatory staff. The open question is whether Canada can grow these capacities domestically or will need to rely on international partners for significant portions of the work.

The Bigger Picture

This strategy reflects a global shift. Governments in Europe, Asia, and North America are extending old nuclear plants and approving new ones, driven by the need to cut carbon emissions, strengthen energy security after recent geopolitical shocks, and meet surging electricity demand from data centres and industrial electrification. Canada's announcement formalises a direction the industry has been moving toward for several years.

One note worth considering: there is often daylight between what governments announce and what actually gets built. Canada's nuclear history is mixed. The CANDU design is solid, but some export projects ran into substantial cost overruns and delays. More recently, small modular reactors — a newer reactor type that Canadian companies like Terrestrial Energy and Moltex are developing — have proceeded slower than early projections. The strategy documents do not yet clarify whether Canada will pursue large conventional reactors, small modular ones, or both. That choice will matter a great deal.

The 2035 target for the first two reactors to start construction is roughly nine years away. For nuclear projects, that is a tight timeline. Regulatory approval, site preparation, and supply contracts for a large plant typically need several years before the first concrete is poured. Whether the 2035 milestone holds will depend heavily on decisions made in the next two to three years about which sites to use, what reactor designs to build, and how the regulatory process will function.

One practical detail: Natural Resources Canada — a ministry focused on energy and resources — will own the strategy, not a dedicated nuclear agency. This raises real questions about how smoothly it will coordinate with the Canadian Nuclear Safety Commission, the independent regulator that must approve any build. Whether the government plans any regulatory streamlining is something the industry will be asking in the months ahead.

The strategy itself is a solid policy move. What it actually delivers depends entirely on the decisions — and the execution — that follow.
