The General Debate, the yearly session where heads of state and government address the UN, lets leaders speak to other governments, voters at home, and reporters at once. Naming a city leader in that forum breaks with the normal country-to-country pattern. It is a bit like using a summit of national leaders to press a dispute with a city hall, pulling a municipal official into a dispute between states.
In my view, the words used on both sides need careful reading, not shorthand. Antisemitism, endangerment, and war criminal each carry different legal, political, and diplomatic weight. When top leaders use them themselves, rather than through spokespeople, the statements stick. Other governments and local communities are then forced to respond to language they did not choose.
Looking at what this means for diplomacy going forward, the central problem is audience. A prime minister at the UN addresses other states. A New York mayor answers to city residents, including the people named in the dispute. When those messages collide, each reply can trigger the next. A pause would likely need a different setting or different speakers, not a repeat in the same forum.
