Bangkok Declares Flood Emergency Across All 50 Districts

Bangkok has declared a flood emergency across all 50 districts after 48 hours of heavy rain submerged roads across the capital on September 26, 2026. BBC
Residents have been urged to stay at home. Those living close to the canal network have been advised to move belongings to upper floors. Governor Chadchart Sittipunt said the east of the city had been hardest hit. No casualties had been reported in Bangkok at the time of reporting.
Rain was expected to continue into Sunday. The Thai Meteorological Service forecast more heavy rain through the week. The area of low pressure driving the downpours — a zone where rising air fuels clouds and rain — was expected to move towards central Thailand.
The citywide emergency status builds on a formal disaster zone designation signed Saturday for three districts: Nong Chok, Suan Luang and Khan Na Yao. Thai PBS That designation followed severe inundation on Friday that disrupted local travel and accessibility in those areas.
The three-district declaration names 13 sub-districts: Kratum Rai, Nong Chok, Khlong Sip, Khlong Sip Song, Khok Faed, Khu Fang Nuea, Lam Phak Chi, Lam Toei Ting, On Nut, Phatthanakan, Suan Luang, Ram Intra and Khan Na Yao. A disaster zone order is mainly a legal tool. It enables Bangkok agencies to deploy full emergency relief operations and mobilise assistance budgets without waiting for separate approvals. City Hall was preparing to extend disaster zone declarations to all 50 districts as needed.
Chadchart chaired an emergency meeting of Bangkok's Flood Situation Command Centre instructing all 50 district offices to implement urgent flood measures. The centre was scheduled to reconvene at noon to evaluate response progress.
Municipal schools were being converted into emergency shelters stocked with food, water and sanitation facilities. Bangkok ordered immediate surveys to assist bedridden patients and vulnerable groups affected by flooding. Residents affected were advised to document property damage for state compensation.
The flooding extends well beyond the capital. As of Saturday morning, flooding was reported in 20 provinces. Bangkok Post Nakhon Ratchasima, Chanthaburi, Phetchabun, Chon Buri, Chachoengsao and Buri Ram were among those reporting inundation.
Bangkok and 70 provinces had been warned to prepare for flash floods, forest run-off, landslides, waterlogging and rough seas between September 23-27, 2026. The Star Flash floods are sudden floods, while forest run-off is water rushing down from forested hills.
The broader context here is administrative as much as meteorological. Like turning a key that unlocks funds and authority, the disaster zone label lets district offices spend and deploy at once. That explains the sequencing from three named districts to a citywide posture as rainfall and canal levels dictated.
Looking at what this means for response, three variables will shape pressure in the coming days. The first is duration, since canals and roads already saturated by 48 hours of rain drain more slowly. The second is geography, with concentration in the east pointing to uneven pumping and retention capacity. The third is caseload, with shelters, surveys of bedridden residents, and damage documentation pointing to expected household-level losses even without casualties so far. How quickly budgets reach district offices and whether the noon assessment triggers the full 50-district formal extension will shape the next phase.
