Secretary of Defense Pete Hegseth told hundreds of junior officers and enlisted leaders at Marine Corps Base Quantico in Virginia that the Trump administration has changed the culture of the military NPR.

The remarks were reported Sept. 30, 2026. Hegseth said his "State of the Force" address will be an annual event.

What Hegseth said

Hegseth said: "No fatties, no trannies, no beardos, no weirdos, no wimps, no radicals. Just warriors."

He also said: "The ideological clowns are out. The patriotic cowboys are in, with testosterone testing on top."

Hegseth said he has cut the flag-officer corps, the generals and admirals who hold the top ranks, by 10% and aims to reach 20%. It is similar to a company trimming its senior managers. He said retention and recruiting have risen, including among women and minorities. He described the force as "color-blind" and based on merit.

New programs and policy changes

Hegseth announced new efforts on autonomous weapons, which can operate with limited direct human control, plus technology innovation, base construction and U.S. production of key military supplies. The verified account of the speech did not include details on funding, timelines or buying authority.

He pledged to give military chaplains a larger role and called religious faith the most essential part of the republic. He announced an end to tenured civilian teaching jobs, posts with long-term job protection, at U.S. military academies in the week of the address. He named five new colleges that will test a closer relationship with the Pentagon to train officer candidates.

How this year differed from last year

The audience was different from the prior Quantico gathering. NPR reported that last year Hegseth gave a partisan speech at Quantico to hundreds of generals and admirals. That 2025 meeting included nearly every O-7 and above nonstaff officer, meaning generals and admirals at one-star rank and higher, and senior enlisted leaders from the joint force for a 45-minute address on War Department reforms, according to the Department of Defense Department of Defense. President Trump presided over that meeting in Quantico, Virginia, after Hegseth called senior commanders back from around the world Reuters. At that gathering, Hegseth criticized "fat generals" and diversity programs that he said caused decades of decay in the military.

Reaction

Sen. Jack Reed, ranking member of the Senate Armed Services Committee, said in a statement that Hegseth had ended the careers of dozens of accomplished senior officers and refused to explain why.

The broader context here is institutionalization. A single speech to top officers is an order. A yearly speech to junior officers and enlisted leaders, paired with a goal for cutting flag officers, an end to academy tenure and a new pipeline for officers through civilian colleges, is a personnel system. Promotion board results, retention and recruiting data broken out by group, and written policies on standards, tenure and chaplains will show how much of the cultural claim appears in the official record.
