To understand why the presidium vote came first, consider the two jobs. The president runs parliamentary procedure and can be elected without a coalition. The premier runs the government and needs one, so that second contest is harder to win.

The broader context here is procedural power. A Landtag president sets the agenda, calls votes, exercises house authority and represents the parliament externally. The office does not confer control over legislation. It does confer visibility and control over process.
In my view, the BSW rationale deserves close reading. Respect for parliamentary conventions is a claim about institutional function. Other parties treat a vote for president as a political decision, not an automatic entitlement of the largest group. Both positions invoke democratic principle. They define it differently.
Looking at what this means for coalition politics, Saxony-Anhalt now tests two separate questions. The first is whether the strongest group obtains presidium representation. The second is whether it can convert a plurality into executive power. The Rausch vote answers only the first. The Siegmund bid and the 2029 federal calculation will answer the second, in negotiations where parliamentary convention carries less weight than majority-building.
