The White House's unilateral effort to negotiate an energy ceasefire between Russia and Ukraine has collapsed. Neither Moscow nor Kyiv said it had agreed to the pause, and both resumed strikes on energy sites.

President Donald Trump declared the pause on Truth Social, writing "Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it!" The Guardian

Trump demanded that Ukrainian President Volodymyr Zelenskyy stop attacking Russian oil refineries, claiming the attacks caused a global rise in diesel fuel prices. The White House threatened to cut programs to deliver arms to Ukraine and to stop sharing U.S. battlefield intelligence with Ukraine to pressure Zelenskyy.

Ukraine said it would not strike Russian oil refineries in the interim to show it was ready for negotiations. Zelenskyy later said he would resume those strikes after briefly halting them to demonstrate Ukraine was ready for peace talks. He told the Financial Times that the block on attacking refineries was over, saying "We're done".

Moscow sent a record overnight swarm of drones to attack infrastructure in central Ukraine. More than 360 Russian drones targeted the central Kirovohrad region, killing three people and injuring six. Zelenskyy said Russia attacked Ukraine with more than 850 Shahed drones.

Russia continued strikes on Ukrainian civilian infrastructure using hypersonic and ballistic missiles targeting power plants, leaving cities including Kyiv without power and water for hours. Ukraine said it had not received advance warning from Washington of Russian missile strikes for several days that week. Zelenskyy said Russia launched a targeted strike on a power plant in Kharkiv, causing further damage to Ukraine's energy system.

On Thursday, October 15, 2026, Ryazan's regional governor said a Ukrainian drone attack caused a fire to break out at an oil refinery in Russia's Ryazan region Reuters. Regional officials said the refinery was targeted by 69 drones and four Flamingo cruise missiles, with impacts recorded at 31 locations. Images from Ryazan showed flames at the refinery. Moscow accused Ukraine of launching a strike against the refinery, its first since Trump declared an energy ceasefire.

The Kremlin accused Ukraine of flouting the spirit of U.S. peace efforts with strikes on Russian oil refineries Reuters. Ukraine accused Russia of violating Trump's energy ceasefire by hitting energy targets. Zelenskyy identified two targets hit by Russian drones as a gas facility and a petrol station, and said that on a recent night Russian oil refineries were not burning, but at midnight a Russian jet-powered Shahed struck a gas-production facility in Ukraine.
