Why Cuba's Power Grid Keeps Collapsing
Cuba's entire electrical system went dark on Monday, July 6, 2026. UNE (Unión Eléctrica), the state-run electricity company, confirmed what residents already knew: a complete loss of power across the island. It was the third total blackout this year and the eighth since late 2024.
But this wasn't a freak accident. The grid failed because it had been pushed to the breaking point for months.
Building Toward a Cascade
On the day of the blackout, eleven thermal power plants — the big coal and oil-burning generators that form the backbone of Cuba's system — were offline for repair or maintenance. At the same time, CiberCuba reported a projected shortfall of 2,050 megawatts during peak hours. To put that in context, that gap represents roughly one-third of everything the island could theoretically generate.
When you're missing a third of your power supply and your remaining plants are already running hot, the system becomes fragile. The Granma provincial utility was forecasting forced blackouts of 1,600 MW just for the middle of that day — meaning parts of the island would lose power by design to protect the rest of the grid from collapsing entirely. The grid was operating at its absolute limit before it actually failed.
UNE's own data shows how relentless the pressure had become. The entire island lost electrical service for 24 straight hours on July 5, overnight included, simply because there wasn't enough power being generated. UNE had announced plans to bring five thermal units back online in July to ease the shortage, but the system didn't hold long enough for that to help.
The Fuel Shortage Behind the Blackout
The aging power plants are only part of the story. The real constraint is fuel. The Guardian reported that since January 2026, the United States has allowed only one oil tanker — a Russian vessel — to reach Cuban ports.
Cuba depends almost entirely on imported heavy fuel oil to run its thermal plants. That single tanker is a severe limitation. Solar power accounts for only about 10 percent of Cuba's energy mix, far too small to make up for losses when the thermal plants can't run.
The U.S. embargo on Cuba isn't new, but it has tightened in 2026 in ways that directly affect fuel imports. Secondary sanctions — penalties on shipping companies willing to deliver Venezuelan oil or other crude to Cuba — have shrunk the pool of available tankers. The result: thermal plants that are already deteriorating from deferred maintenance are also starving for the fuel they need to operate.
What This Means for 9.6 Million People
This is no longer just an engineering problem. By July 2026, Havana residents were enduring government-scheduled power cuts that lasted more than 24 hours straight. In the countryside, some blackouts stretched past 70 hours.
The United Nations has warned of a humanitarian crisis. Food spoils without refrigeration. Water doesn't pump without electricity. Hospitals can't run without power. Medicines need cold storage. A population of 9.6 million depends on infrastructure that can no longer reliably function.
The pattern matters too. Eight complete grid failures in about 20 months means the system is no longer breaking down by accident — it's breaking down by design. Each total blackout puts stress on transformers, circuit breakers, and relay switches that were already old before they started cycling through repeated failures. The hardware deteriorates faster every time it happens. When you need to restart the entire grid from scratch, you need specialized generators that Cuba doesn't have many of, and the protection systems have now been pushed to their limits over and over.
What Comes Next
UNE has not yet said what triggered the July 6 collapse. It could have been a single generator shutting down unexpectedly, a relay switch malfunctioning, or a fuel delivery interrupted at a critical moment. Each cause would affect how quickly the system gets restored.
But here's the underlying reality: none of those short-term fixes change the core problem. The grid faces a deficit of more than 2,000 megawatts under normal conditions, with eleven units regularly offline and a fuel supply constrained to one tanker every six months. Putting the power lines back together after they fail doesn't solve any of that. Until Cuba's fuel situation or its power-generation capacity changes substantially, the grid will remain vulnerable to failure. Another thermal plant shutdown could trigger another blackout at almost any time.
