The Australian government will introduce a set of Australian Standards for artificial intelligence, building on the existing Data Centre Expectations framework published in March, according to a media release from the Prime Minister's office on 15 July 2026. The same day, the ABC reported that the federal Labor government intends to set specific standards for AI data centres, including requirements that operators minimise water usage. The proposal is due to be discussed at a national cabinet meeting the following month.

The March framework laid out five expectations for data centre operators. Among them: investments must serve the national interest and contribute to Australian resilience, according to a joint statement from the portfolios of Chris Bowen and Tim Ayres. Separately, Reuters reported on 14 July that Canberra plans to establish a government AI office to coordinate regulation across agencies.

The regulatory gap these standards aim to close is significant. Australia currently has no binding efficiency rules for data centre energy use — a fact acknowledged on DCCEEW's own website, which groups data centres alongside cold storage as unregulated sectors. The department has also surveyed how other countries have approached the same problem in an International Review of Energy Efficiency in Data Centres.

Water has emerged as a parallel concern to power. Water Minister Murray Watt told the Australian Water Association's National Policy Forum in March that data centre construction now counts as an emerging water management issue. Reuters reported in September 2025 that approved data centres already account for roughly 2% of Sydney's total water demand—a figure that has shifted the debate toward binding water-minimisation rules rather than voluntary ones.

The investment scale driving this scrutiny is substantial. Reuters valued Australia's data centre expansion at more than A$100 billion (US$70 billion) in April and reported that utilities had warned the surge in demand risks raising household energy and water bills. Tim Ayres told the 2nd Annual Australian Data Centres Power & Water Summit in June that a global infrastructure consortium had advanced plans for a $10 billion investment in battery storage and data centre development in Australia. Prime Minister Albanese was asked in a late-May ABC interview about OpenAI CEO Sam Altman's suggestion that Australia could become a "data centre capital of the world."

Not all voices in government have treated the boom as an unqualified win. Assistant Minister Andrew Charlton, in a June speech titled "Data Centres: An honest accounting," focused on whether the sector's growth is sustainable given energy and water constraints. A week earlier, at the AFR AI Summit, Charlton noted that legislation to pause or ban new data centre construction had been introduced in at least eleven Australian states during 2026—a detail that complicates the federal narrative of data centres as straightforward growth, given that state-level resistance is already moving faster than Canberra's timeline.

Australia's challenge reflects a broader global shift. Reuters reported in late June that 40 cities, including London and Melbourne, had backed a Global Urban Data Centres Pact aimed at curbing the sector's burden on power and water systems. This international coordination suggests that governments—many of which initially competed to attract major data centre investments—are now recalibrating around the limits of their grid and water capacity.

The real test will be enforcement. Whether water-minimisation requirements are backed by measurable thresholds and reporting obligations, or remain aspirational in the way the March framework was, will shape the practical effect of the new standards. National cabinet's discussion next month will likely determine whether states—several of which are already legislating restrictions on their own—accept a harmonised federal approach or continue setting their own terms. With more than A$100 billion in capital already committed, the cost of regulatory uncertainty falls on investors and utilities alike. For households, the pressure point remains the same: energy and water bills.
