Iran's security chief, Mohsen Rezaei, met Russian President Vladimir Putin in Moscow on November 5, 2026, carrying a letter from Iran's Supreme Leader, Ayatollah Seyyed Ali Khamenei. Rezaei said Tehran will not hold talks with the United States on ending the war or reopening the Strait of Hormuz until Washington meets seven conditions.

The Kremlin, Russia's presidential office, published an official readout of the meeting, dated November 5 and listed for 17:30. Russia's TASS news agency reported that the meeting took place in the Senate Palace.

Rezaei is secretary of Iran's Supreme National Security Council, the country's top security body. President Masoud Pezeshkian appointed him to the post in August 2026. Earlier, Rezaei led the Islamic Revolutionary Guards Corps during the Iran-Iraq War of the 1980s.

Rezaei said his trip to Moscow had been planned nearly a month earlier but was postponed because of daily discussions about the military situation in the region. He said he briefed Putin on a late-October meeting in Tehran among Iran, Saudi Arabia, Turkiye and Pakistan.

According to Rezaei, the talks focused on security arrangements in the region and the period after the war. They also included plans to deepen energy cooperation, including building gas pipelines from Russia to Iran. Rezaei said Putin reiterated that Russia is ready to provide support to end the war on Iran, as Al Jazeera reported.
