Apple to Enable iPhone-to-Windows Copy and Paste in the EU Under DMA Pressure

Apple is developing a feature that would let users in the European Union copy content on an iPhone and paste it onto a Windows PC, or vice versa. The project is a direct response to an interoperability request Microsoft filed with Apple under the EU's Digital Markets Act (The Verge). If shipped, it would extend cross-device clipboard functionality beyond Apple's own ecosystem for the first time within the EU.
Apple already offers a feature called Universal Clipboard, which lets users copy on one Apple device and paste on another across the Mac, iPhone, iPad, and Vision Pro. Microsoft filed its interoperability request in March, arguing that iOS restrictions on clipboard access prevent third-party developers from building their own cross-device copy and paste with non-Apple hardware (The Verge). The DMA's interoperability framework allows developers and government agencies to work with designated gatekeepers — large tech companies like Apple that the EU has identified as controlling access to important digital services — to open closed system features to outside tools and services.
In a June 26 update, Apple said it expects to complete a cross-device clipboard solution in fall 2027 before shipping it in a developer beta. Apple described the work as a significant engineering effort and said the proposed solution will allow Microsoft to build an extension that shares and imports pasteboard items — the system's internal name for clipboard data — with paired accessories. The feature will require explicit user permission to share clipboard contents with paired devices (The Verge).
MacRumors first reported on August 3, 2026, that Apple plans to bring the cross-device clipboard feature to the EU (MacRumors). Apple's own developer documentation appears to corroborate active engineering work: Xcode 27 Beta 4 release notes state that Device Hub synchronization no longer attempts to synchronize pasteboard data provided by Universal Clipboard, citing bug 179287395, and reference an Interoperability setting (Apple Developer). That language suggests Apple is rearchitecting how pasteboard data flows through its device-sync pipeline, likely to accommodate the new third-party sharing path without conflicting with Universal Clipboard's existing handoff mechanism.
The two-year timeline is long for a feature that, on its face, moves text and images between devices. Apple's framing of the effort as significant engineering work is consistent with what the security architecture demands: pasteboard data can contain passwords, authentication tokens, and other sensitive material. Any mechanism that opens iOS clipboard access to a third-party extension needs a permission model, a pairing protocol, and transport-layer protections — the encryption and authentication safeguards that protect data as it travels between devices — that did not previously exist in Universal Clipboard's Apple-only design.
Separately, The Information reported that Apple's policy of combining work and personal iCloud accounts left some former employees able to access confidential documents after departing the company (MacRumors). That detail adds texture to a series of legal actions Apple has pursued against former employees over alleged data retention, though Apple has drawn a firm line between those cases and the iCloud access issue.
Apple's lawsuit against OpenAI alleges that former employee Chang Liu breached Apple's systems using a rare, previously unknown authentication bug to download files while he was working at OpenAI (MacRumors). Apple told The Information that the OpenAI lawsuit is unrelated to files left available on iCloud and that it does not pursue legal claims against former employees who accidentally retain Apple documents in their personal iCloud accounts (MacRumors). In 2025, Apple accused former Vision Pro engineer Di Liu of downloading thousands of corporate documents to his personal cloud storage shortly before leaving for Snap (MacRumors).
The employee-data thread extends further back. In a now-settled legal dispute, chip company Rivos claimed Apple intentionally lets former employees retain access to files as part of a planned effort to generate a pretextual basis to sue employees and their new employer for stealing Apple material (MacRumors). Apple also sued former engineer Gerard Williams for breach of contract after he started processor company Nuvia; the court rejected Williams' countersuit, and Apple dropped the case in 2023 (MacRumors).
The broader context here is that Rivos's allegation, though made in the context of a settled dispute, raises a question worth noting. If Apple's combined iCloud account policy genuinely left confidential documents accessible to departing employees, the boundary between inadvertent retention and intentional data theft becomes harder to draw cleanly. Apple's public position is that the two categories are distinct and that it does not pursue cases involving accidental iCloud retention. The Rivos counterclaim alleged the opposite — that the retention was by design.
For the clipboard story, the immediate stakes are straightforward: if Apple delivers on its fall 2027 timeline, iPhone users in the EU will gain a capability that Android and Windows users have had through third-party tools, and that Apple users have had only within Apple's ecosystem. The permission requirement and pairing model will determine whether the feature is practical for daily use or so gated that users default back to messaging themselves links and text. The Xcode 27 release notes suggest the plumbing is already being reworked, which is an earlier signal than the 2027 target might imply.
