Daily Cuts, Chronic Toxins: The Occupational Health Crisis Facing India's E-Waste Workers

India's informal e-waste sector exposes millions of workers to a documented cascade of occupational hazards — dermal absorption, inhalation of combustion byproducts, and ingestion of heavy metals — with health consequences that accumulate across organ systems and generations.
The country's sanitation and waste workforce numbers over five million people engaged in waste-related activities, according to a George Institute policy brief published in July 2021, which documented their exposure to physical, chemical, and biological occupational hazards in detail. A substantial subset of that workforce handles e-waste — discarded electronics that carry a chemically dense payload including mercury, brominated flame retardants, polychlorinated biphenyls, and heavy metals such as lead and cadmium. The WHO's October 2024 fact sheet on e-waste identifies the occupational health risks for these workers as including respiratory disease, skin cancers, neurological damage, and birth defects.
Exposure routes are multiple and simultaneous. Workers sorting and manually dismantling devices absorb chemical mixtures through inhalation, ingestion, and direct skin contact, as Environmental Health News has reported. Acid-bath stripping of circuit boards to recover gold and copper volatilizes toxic compounds into enclosed, poorly ventilated spaces. Open burning of wire insulation to extract metals concentrates polycyclic aromatic hydrocarbons and dioxins at ground level. The result is a chronic, mixed-exposure environment that formal toxicological frameworks — built around single-substance dose-response models — struggle to fully capture.
Biomonitoring data illustrate the burden. Peer-reviewed research published in PMC/NCBI found that people living and working in e-waste-exposed regions carried significantly elevated levels of heavy metals and persistent organic pollutants relative to control populations. The same body of research links e-waste exposure to disruption of thyroid function and endocrine effects on sex hormones — systemic pathways with implications well beyond the individual worker. Separate peer-reviewed work published in The Lancet Global Health series and indexed via ScienceDirect found associations between e-waste exposure and measurable changes in cellular expression and thyroid hormone panels.
The intergenerational dimension is acute. The WHO's 2024 guidance is unambiguous: children and pregnant women face heightened vulnerability from informal e-waste recycling. Fetal and early-childhood neurodevelopment is particularly sensitive to lead and mercury at exposure thresholds far below those that produce acute symptoms in adults. Where family-based informal recycling is the economic norm — as it is across clusters in Delhi, Mumbai, and Bengaluru — the domestic space and the worksite overlap, and children's exposure is effectively unavoidable.
India's e-waste volumes compound every variable above. The EPA has documented that e-waste temporarily stored for recycling or disposal in India is growing at an alarming rate, generating compounding environmental and health hazards for surrounding communities. A 2024 Reuters report citing UN data noted that toxic e-waste containing mercury and other hazardous substances is accumulating globally at a pace outstripping formal processing capacity — a structural mismatch that pushes the overflow into informal channels.
India's E-Waste Management Rules, most recently amended in 2022, established an extended producer responsibility (EPR) framework requiring electronics manufacturers and importers to fund collection and recycling. Compliance monitoring, however, remains uneven. The Global Information Society Watch has documented the gap between India's formal e-waste policy architecture and actual labour rights protections on the ground, noting that informal workers — who handle the majority of physical processing — are structurally excluded from the EPR system's safety obligations. A peer-reviewed study in the Science of The Total Environment examined occupational health and safety risks faced by informal waste workers at Rajbandh, one of the country's major informal recycling sites, finding conditions consistent with the broader pattern of unmitigated chemical exposure.
The policy gap has a rights dimension too. The Center for International Environmental Law has framed informal e-waste processing as a human rights issue, arguing that states bear obligations under international law to regulate private actors whose operations produce foreseeable harm to identifiable populations. That framing has gained traction in UN special rapporteur discourse but has yet to translate into binding enforcement mechanisms at the national level in India.
What the evidence adds up to is a public health exposure of considerable scale, operating largely outside formal occupational health and safety systems. The workers most at risk — informal sorters and processors, many of them women and children — are the same workers least likely to access healthcare, compensation, or regulatory protection. Fixing that requires integrating informal workers into EPR accountability chains, not simply strengthening rules that were never designed to reach them.
