Water Under Pressure

The EU's Joint Research Centre flagged critical water shortages in southern and south-eastern Europe following sustained hot and dry conditions, with crops directly threatened by the combination of heat stress and reduced soil moisture.

The structural fragility of southern European water systems is not new, but the 2022 season gave the starkest modern illustration. That year's Po River drought — the worst in two centuries — was severe enough that saline intrusion from the Adriatic pushed inland along Italy's most important river, rendering water unusable for irrigation and municipal supply across a swath of the Po Valley. That episode became a reference case for compound hydro-climatic risk in a densely farmed, heavily populated basin. Conditions since have not recovered to the long-run mean.

What This Means Going Forward

Each successive heatwave lands on a baseline that has already shifted. The Copernicus data showing 95% of the continent running above average temperatures in 2025 is not a background statistic — it defines the floor from which 2026 extremes depart. Record-breaking events are, by definition, more likely when the distribution itself has moved.

For water managers, grid operators, and agricultural planners across Mediterranean Europe, the operational challenge is no longer preparing for rare extremes but recalibrating for a new normal in which multi-week heat events and simultaneous drought stress are routine planning variables. The policy architecture — EU drought resilience frameworks, national water allocation rules, cross-border energy solidarity mechanisms — was largely built for a climate that no longer exists.

The WMO and EEA data together suggest that late June 2026 is less a crisis episode than an inflection point in a trajectory that institutions are still catching up to.
