UK Ministers Signal Support for Allowing Delivery Robots on English Pavements

UK ministers are expected to back a change in law that would permit delivery robots to operate on English pavements, a move that would formalise a physical presence that has been building since the machines first appeared on British streets in 2021, according to BBC News reporting from 17 June 2026.

The pavement robot question runs on a parallel track but shares the same underlying political logic: pilots first, statutory framework second.
The case for legislative change is straightforward on the operators' side. Without explicit statutory permission, local authorities and highway managers occupy uncertain ground when dealing with robots on public paths — they lack clear powers to license, restrict, or set conditions on operations. Operators, for their part, cannot fully scale commercially without the liability clarity that an explicit legal status provides.
The risks regulators must weigh are not trivial. Pavements are shared infrastructure used disproportionately by people with mobility impairments, older pedestrians, and parents with pushchairs. A robot that malfunctions, stops abruptly, or takes an unexpected line through a crowded pavement creates hazards with a specific demographic profile. Any new legal regime will need to address liability allocation, third-party insurance requirements, weight and speed limits, and whether local authorities retain override powers — the kind of granular detail that often takes longer to settle than the headline political commitment suggests.
The government's position on road-based AVs offers one template. The Automated Vehicles Act anchors approval to a safety comparator — competent and careful human driver — rather than prescribing specific technical standards. That approach gives regulators flexibility as technology evolves but pushes interpretive weight onto whoever determines, in practice, whether a given system clears the bar. A pavement robot standard would likely need an equivalent anchor point, probably framed around pedestrian flow and obstacle avoidance benchmarks rather than road traffic norms.
The June 2025 government statement projecting 38,000 jobs from the broader autonomous vehicles sector illustrates the economic stakes that ministers are working with. Pavement robotics is a subset of that figure, but it is the most visible one — literally on the street, in residential areas, interacting with the public daily. How the regulatory settlement lands will shape both public trust and commercial viability for a sector that is watching from Edinburgh to Milton Keynes.
Ministers signalling support is not the same as legislation tabled, let alone passed. The gap between political intent and enacted law has swallowed more than a few tech-sector regulatory promises. What has shifted is that the question is no longer whether pavement robots belong in the legal framework, but what conditions will govern their presence there.
