Delhi Tightens Vehicle Age and Emissions Rules in Phased Push to Cut Air Pollution

Delhi has banned private petrol vehicles older than 15 years and diesel vehicles older than 10 years from its roads, acting on National Green Tribunal orders and reinforcing a de-registration drive that had already removed over 62.5 million vehicles from the capital's fleet by 2022, according to Delhi's Economic Survey 2023-24.
The scale of enforcement is significant in absolute terms. Delhi's transport department had de-registered 6,259,214 vehicles — a mix of over-age diesel and petrol units — by the end of 2022, stripping a material share of the private fleet from legal road use. That number reflects cumulative action since the NGT first mandated age-based bans, not a single sweep.
The restrictions extend well beyond the capital's administrative boundary. Under Stage-III of the revised Graded Response Action Plan (GRAP), Delhi and the surrounding National Capital Region districts, including Gurugram, face bans on BS III petrol and BS IV diesel light motor vehicles — essentially four-wheelers that predate India's Euro IV–equivalent emission standards. GRAP is a tiered emergency protocol administered by the Commission for Air Quality Management in NCR and Adjoining Areas (CAQMA); Stage-III is triggered when Delhi's Air Quality Index crosses the "very poor" threshold. The November 2024 activation of these restrictions confirmed that the framework remains in active operational use, not merely on paper.
The Emissions Architecture
India's vehicle emission framework maps onto European standards: BS III corresponds broadly to Euro III, BS IV to Euro IV. The gap between BS IV and the current BS VI mandate — leapfrogged in 2020 — is substantial in terms of NOx and particulate output. Restricting BS III petrol and BS IV diesel vehicles under GRAP Stage-III therefore targets the dirtiest segment of the surviving registered fleet, which skews older and is disproportionately concentrated among lower-income private owners and small commercial operators.
The interplay between the permanent age-based bans and the GRAP trigger system creates a layered regime. Age-based de-registration removes vehicles irrespective of air quality conditions. GRAP restrictions overlay that with episodic operational bans tied to real-time AQI, catching BS IV diesel vehicles that fall within the legal age window but remain high emitters relative to BS VI norms.
The EV Policy Lever
On the demand side, India's Department of Heavy Industry runs the Faster Adoption and Manufacture of (Hybrid &) Electric Vehicles scheme — FAME — which provides direct purchase subsidies on electric vehicles, as confirmed by the ministry in December 2023. FAME is the national instrument intended to accelerate fleet turnover by reducing the upfront cost premium of EVs over ICE alternatives. Delhi has its own supplementary EV policy layered on top of the central subsidy, making the NCR one of the higher-subsidy environments for EV adoption in the country.
The logic connecting the two sides — forced retirement of older ICE vehicles and subsidized access to EVs — is straightforward in design. The friction point is economic. De-registration removes a vehicle's legal status but does not replace it; owners who cannot afford an EV replacement, or who fall outside FAME eligibility criteria, face real mobility loss. That pressure is most acute for households in peri-urban NCR districts where public transit density is lower and EV charging infrastructure remains uneven.
What the Numbers Don't Settle
The 6.25 million de-registered vehicles figure tells us about regulatory reach, not necessarily compliance. Enforcement of operational bans — particularly GRAP restrictions that activate and lift within days — depends on camera-based detection and physical checks, both of which have historically been inconsistent across NCR entry points and internal corridors. The November 2024 GRAP Stage-III activation applied simultaneously to Delhi and surrounding districts, but the Commission's own notifications have acknowledged variable ground-level enforcement capacity across jurisdictions.
Whether this accumulation of regulatory layers — NGT age bans, GRAP episodic restrictions, FAME purchase incentives — produces measurably cleaner air in the medium term hinges less on the rules themselves than on how completely the oldest, dirtiest vehicles exit daily use. Delhi's AQI data across recent winters suggests the trajectory is improving but remains well outside WHO guideline thresholds. The policy architecture is largely in place. The gap between legal compliance and actual emission reduction is where the remaining work sits.
