UK Mobile Coverage Ranks Below Every EU and G7 Peer, Which? Analysis Finds

UK mobile coverage trails every one of the 27 EU member states and all other members of the G7, according to a Which? analysis published on 30 June 2026, drawing on Opensignal's Global Network Excellence Index.
The numbers are specific. The UK sits 57th globally for overall mobile network performance, 70th for download speeds, and 55th for consistent quality — the metric covering sustained throughput sufficient for video calls, streaming, and gaming. The G7 peers the UK falls behind are Canada, France, Germany, Italy, Japan, and the United States. That the UK ranks lower than every EU member is a pointed comparison given that post-Brexit regulatory divergence has frequently been framed in London as an opportunity to move faster on infrastructure investment, not slower.
Ofcom's own spring 2026 Connected Nations data offer some structural context: 4G coverage from all operators reached 84% in the year to May 2026, a three-percentage-point year-on-year gain. 5G coverage, however, stood at only 64%. Those headline figures mask the gap between geographic footprint and network quality. Percentage coverage is a blunt instrument — it typically counts a location as "covered" if a signal is available outdoors at a given threshold, not whether it can sustain a video call inside a building or on a moving train.
Which? draws that distinction explicitly in its rail connectivity critique. The consumer group flags that Germany has mandated minimum download speeds of 100 Mbps along main railway routes and 50 Mbps along secondary lines, providing a concrete regulatory floor that the UK has not replicated. Germany's approach illustrates one lever regulators can pull — setting service-level obligations on specific infrastructure corridors rather than relying on aggregate national coverage statistics.
The consumer experience data aligns with the network rankings. Which? polling found more than a third of UK mobile customers reported at least one service problem in the preceding 12 months. Natalie Hitchins, head of home products and services at Which?, is cited in the analysis flagging the gap between what consumers pay and what they receive.
The broader context here is structural rather than cyclical. The UK's mobile market has been shaped by decisions stretching back years: the pace of 5G spectrum allocation, the security-driven removal of Huawei equipment that required operators to re-engineer portions of their networks, and an investment climate that has weighed merger ambitions — most notably the long-running CK Hutchison bid to consolidate Three and Vodafone — against competition concerns. Network build costs are real, and operators have consistently argued that consolidation is the route to the capital required for deeper rural coverage and faster 5G rollout.
What the Which?/Opensignal data does not settle is causation. A country's rank in a composite performance index is a product of geography, population density, spectrum policy, operator investment cycles, and the timing of the assessment relative to each country's upgrade wave. The UK's 84% 4G footprint and 64% 5G footprint reflect genuine progress. The question regulators and policymakers face is whether that trajectory will close the peer gap, or whether the gap itself reflects a more durable structural deficit.
The ranking will likely land as ammunition in ongoing debates at Ofcom and in Westminster over whether the current regulatory framework adequately incentivises investment, particularly in rural and transport-corridor coverage. For operators, a 57th-place overall ranking alongside a 70th-place download speed position is harder to explain away than a single metric — and harder to attribute purely to geography.
