The collapse is not an isolated fault. It is the acute expression of a generation capacity crisis that has been building for months. As of July 4, eleven thermoelectric units were out of service, and CiberCuba reported a projected peak-hour deficit of 2,050 MW that day. Deficits at that scale — roughly a third of the island's installed capacity — put a grid cascade failure in the range of routine operational risk rather than exceptional bad luck. The Granma provincial electric company posted a forecast of 1,600 MW of forced curtailment for midday hours on July 6 alone, suggesting the SEN (Sistema Electroenergético Nacional) was already operating at the edge before it tripped.

UNE's own data underscores how continuous the stress has become. According to the company's Estado del SEN note, electrical service was affected for the full 24 hours of July 5 — including overnight — due to insufficient generation capacity. A maintenance schedule published by Cubadebate on June 30 showed UNE planning to reincorporate five thermal units in July; the grid did not hold long enough to benefit from them. On June 28, UNE had already flagged a projected deficit of 2,150 MW for Sunday night peak hours, the highest figure in the run-up to the July 6 event.

The Fuel Constraint Beneath the Technical Failure

The thermoelectric fleet's condition cannot be separated from the fuel supply picture. The Guardian reported that since January 2026, Washington has permitted only one oil tanker — a Russian vessel — to dock in Cuba. That is a severe throttle on a grid that remains overwhelmingly dependent on heavy fuel oil. Solar accounts for roughly 10% of the energy mix, a share too small to buffer the loss of thermal baseload at the scale Cuba is experiencing.

The U.S. restriction sits within the longstanding embargo framework but has tightened operationally in 2026 in ways that directly compress Cuba's import corridor for fuel. Secondary sanctions on third-party shippers willing to deliver Venezuelan or other crude have progressively reduced the pool of available tankers. The result is that thermal units already degraded by deferred maintenance are also starved of the fuel needed to run the ones still nominally operational.

Humanitarian Dimension

The power situation is no longer purely an infrastructure story. Each cascade event stresses transformers, switchgear, and protection relays that are already aging, accelerating the degradation of the hardware needed to restore and stabilize the system afterward. Restoration from a total disconnection requires a black-start capable generator — Cuba's options there are constrained — and synchronized re-energization across a grid whose protection systems have now cycled through repeated fault conditions.

UNE has not yet identified the triggering cause of the July 6 event. Whether it was a single unit trip that cascaded, a protection relay misoperation, or a fuel interruption at a key station will matter for the short-term recovery timeline. What is already clear is that the structural conditions — a generation deficit routinely above 2,000 MW, eleven units offline, and one oil tanker in six months — are not resolved by restoring the interconnections that failed on Monday. Cuba's grid will remain one thermal trip away from another total disconnection until either the fuel supply or the generation fleet changes materially.
