FCC Clears Reflect Orbital's Sun-Reflecting Satellite Over Astronomers' Objections

The FCC has granted Reflect Orbital approval to launch Earendil-1, a demonstration satellite designed to redirect sunlight to targeted points on Earth's surface at night Engadget. The authorization came via memorandum opinion and order DA-26-706A1, with the FCC's Space Bureau — not the full Commission — approving the company's application to deploy and operate a single non-geostationary orbit (NGSO) space station FCC.

Earendil-1 carries an adjustable, highly specular thin-film reflector for directing sunlight, along with onboard propulsion for collision avoidance and orbital maneuvering Engadget. The underlying application was itself the subject of an FCC public notice, document DOC-418526A1, filed in February requesting authorization for the one-satellite deployment FCC.

Reflect Orbital's stated long-term ambition is a Starlink-scale constellation of these reflectors, capable of delivering sunlight on demand to ground targets — pitched for applications ranging from extending solar panel output after dusk to improving visibility for search-and-rescue operations Engadget. The company's website details a tiered "Lighting Service": up to 5,000 lux for several minutes, comparable to daylight; up to 100 lux for two hours, comparable to indoor work lighting; and 2 lux continuously, comparable to street lighting Reflect Orbital. A separate "Energy Service" claims a capacity-factor gain of roughly 1% by delivering 50 W/m² for 20 minutes to an overbuilt solar farm, with the company estimating a 0.75% production increase for a Southern California site and 1.4% for a German one Reflect Orbital.

The approval arrived over sustained opposition from the astronomical community. The American Astronomical Society met directly with FCC staff to argue that Reflect Orbital's application differs fundamentally from conventional telecommunications satellite filings, since the entire premise of the mission is to be intentionally bright — a property the AAS said would be extremely difficult to mitigate for observational astronomy Engadget. The AAS further warned of eye damage risk to amateur astronomers and temporary flash-blinding effects on pilots and drivers, and noted that Reflect Orbital itself acknowledged a risk of eye damage from viewing the satellite through telescopes with apertures larger than 12 inches Engadget.

That opposition was not limited to the AAS. DarkSky International issued a formal organizational statement against the constellation in December DarkSky International, Astrobites reported in February that the proposal threatens dark and quiet skies for ground-based astronomy Astrobites, and the European Southern Observatory posted in April that both Reflect Orbital and SpaceX had filed proposals with the FCC that severely threaten ground-based astronomy ESO. Public comment filed through the FCC's Electronic Comment Filing System included at least one submission arguing there is "no viable pathway" for orbital illumination systems to align with responsible operational practices FCC ECFS.

The FCC's order addressed none of this directly on the merits. Citing the Communications Act, the Commission stated that health and environmental concerns are "unrelated to the Commission's role in authorizing use of radiofrequency spectrum," and concluded that federal policy — to "encourage the provision of new technologies and services to the public" — favored granting the license Engadget. Notably, the agency's own July 1 Fact Sheet on "Space Modernization for the 21st Century," DOC-422740A1, cites Reflect Orbital's comments directly on page 3 FCC, suggesting the company's regulatory engagement extends well beyond this single license application into the broader spectrum-policy conversation.

For its part, Reflect Orbital has published a set of self-imposed operational precautions: reflecting light only during predetermined windows, notifying researchers in advance of satellite use, and avoiding illumination near observatories and other protected areas Engadget.

The jurisdictional framing here is worth flagging on its own terms. The FCC's statutory authority runs to radiofrequency spectrum management, not to light pollution, ocular safety, or astronomical interference — and the Commission's order effectively says as much. That leaves a genuine regulatory gap: no obvious federal body has clear jurisdiction to weigh the brightness, timing, and geographic footprint of an orbital mirror against the interests of observatories, aviation, or the public sky itself. Environmental review processes and FAA licensing touch adjacent ground, but neither was built with intentionally reflective satellites in mind.

This case sits alongside a long-running tension between the "public interest" standard the FCC applies to expand new commercial services and externalities that standard was never designed to capture — light pollution debates around Starlink's own reflectivity have run for years, but Reflect Orbital's product is different in kind: the brightness is the point, not a side effect of solar panels needed for communications. Whether a single demonstration satellite scales into a constellation will depend on findings from Earendil-1's operation, on further FCC filings, and, quite plausibly, on litigation or legislative action prompted by the astronomical community's objections. For now, the license stands, and Earendil-1 becomes the first operational test of whether sunlight-on-demand is a viable commercial service or a irreconcilable conflict with dark-sky preservation.
