Japan's Worst Rain in Memory Hits Chiba: Four Dead, Thousands Evacuated

At least four people died in eastern Japan after record-breaking rain hit Chiba prefecture, east of Tokyo, on the night of August 13, 2026. The Japan Meteorological Agency (JMA) — Japan's national weather service — issued its highest-level warning for the first time ever in the prefecture. More than 400,000 residents were told to evacuate across Chiba and nearby areas.
The rain came down at 115mm per hour. That is about as much rain as Chiba usually gets in the entire month of August, falling in just one hour. The JMA issued a Level 5 warning, the top of Japan's five-step disaster alert scale, for heavy rains and landslides in Chiba for the first time (The Guardian). Chiba governor Toshihito Kumagai called the situation "extremely unusual."
Chiba had already started its disaster response before the worst of the crisis. The prefecture issued an evacuation order at 18:40 on August 13, covering 2,931 households comprising 6,446 people, with an additional 2,419 households included in the directive (Chiba Prefecture Disaster Information). Officials held their first emergency meeting that evening. The Disaster Relief Act — a law that lets the national government step in with extra help during emergencies — was then applied to Chiba.
Three of the four people who died were trapped in their cars. A 66-year-old woman was killed when her car became stuck in flood waters in Sakura City. Two other people died after being unable to escape from their vehicles during the flooding. The body of a man believed to be in his 60s or 70s was found floating on a flooded road in Ichikawa City (The Guardian). Soldiers were sent to the area to help with relief efforts.
The flooding also hit major transportation. Nearly 7,000 people were stranded at Tokyo's Narita Airport, with about that many passengers spending the night there. Many South Korean travelers were among those stuck (Asia Economy). About 45,000 homes across Chiba lost power. NHK footage showed water shooting up from a manhole in Chiba's central ward, reaching higher than a nearby five-storey building. Another 1,700 people took shelter at the Chiba prefectural government building.
Chiba had updated its disaster warning system earlier in 2026. Starting May 29, the prefecture's weather warnings for river flooding, heavy rain, landslides, and storm surges have been aligned with the five-level warning scale, following a major revision in how warnings are structured (Chiba Prefecture). That revision meant the Level 5 alert had a clear, pre-planned path from the JMA's observation to the prefecture's evacuation order.
By Friday, August 14, the rain had eased, but authorities still warned about flooding dangers. Kazuhito Shimamoto of Japan's ministry of land, infrastructure, transport and tourism urged residents to protect their lives and check evacuation advisories. The JMA also said it had reviewed and corrected rainfall data for August 11, 2026, suggesting the storm may have been preceded by unusual readings that needed to be double-checked.
Meteorologists in Japan say climate change is making extreme weather more frequent and more intense, which puts growing pressure on the country's warning systems. Chiba sits on the Boso Peninsula east of Tokyo Bay. Its low-lying urban areas have limited natural drainage, and the 115mm-per-hour rain overwhelmed both surface and underground systems — as the manhole geysers in the central ward made clear.
The broader context here is one of growing strain on Japan's disaster management systems. The Disaster Relief Act's application in Chiba means the event was too big for local responders to handle alone, requiring national-level help. The deployment of soldiers for relief shows the scale of the need. For a prefecture that had just updated its warning system months earlier, the fact that a Level 5 alert was issued quickly and people still died will likely raise questions about whether better alerts actually lead people to act faster. Three of the four deaths involved people trapped in cars, which points to a particular gap: evacuation plans are mostly designed for people at home, not for drivers caught in sudden flooding on the road.
