Cuba's Power Crisis: Why the Lights Keep Going Out
Cuba's entire electrical grid shut down on Monday, July 6, 2026. UNE (Unión Eléctrica), the state electricity company, confirmed the blackout and said it was investigating what caused it. This was the third nationwide power failure in six months alone—and the eighth since late 2024.
For most people, a power outage lasts a few hours. In Cuba, the grid is failing so regularly that these total shutdowns are becoming routine. That distinction matters.
Why the Power Grid Keeps Failing
Cuba's power system is like a utility stretched too thin. On July 4—just two days before the collapse—eleven major power plants were broken down and not working. CiberCuba reported that the island was short about 2,050 megawatts of power during peak hours. That gap represents roughly one-third of Cuba's total power capacity.
When a grid is running that close to the edge, it becomes fragile. One extra problem—a plant tripping offline, a protection system malfunctioning, or a fuel shortage at a critical moment—can unravel the entire system. That's what happened on July 6.
The warning signs were there. UNE's own records show the grid had been struggling throughout July 5. The power company posted forecasts showing it would need to cut power across the island by 1,600 megawatts on July 6—again, pushing the system to its limits before the collapse.
The Real Problem: Not Enough Fuel
The core issue runs deeper than broken machinery. Cuba's power plants—especially the thermal plants that provide most of the electricity—need heavy fuel oil to run. The Guardian reported that since January 2026, only one oil tanker has been allowed to dock in Cuba. It was a Russian vessel.
The United States has an embargo on Cuba that restricts trade and business. In 2026, that embargo tightened in a specific way: the U.S. also discouraged foreign ships from delivering oil to the island, making it harder for Cuba to buy fuel from alternative sources like Venezuela. Fewer tankers means less oil. Less oil means the power plants that still work can't run.
Solar and wind power make up only about 10 percent of Cuba's energy supply—not enough to fill the gap left by thermal plants that are either broken or starved for fuel.
What This Means for People
By July 2026, parts of Havana were facing planned blackouts lasting more than 24 hours straight. In rural areas, some people went without power for more than 70 hours. The United Nations warned that the power crisis is creating a humanitarian emergency. Food spoils without refrigeration. Hospitals can't reliably keep equipment running. Water pumps fail. With no electricity, basic services for 9.6 million people become unreliable.
Eight total blackouts in roughly 20 months tells us something crucial: this is no longer a matter of occasional bad luck. The grid is failing structurally. Every time the system crashes and restarts, it stresses the aging equipment—transformers, cables, and protection systems—that keeps the power flowing. This damage accumulates. The hardware is getting worse, not better, which makes the next failure more likely.
What Comes Next
UNE has not yet announced what triggered the July 6 blackout. Whether it was a single power plant tripping offline, a protection system error, or a fuel interruption at a critical moment will affect how quickly the company can restore power this time. But those details won't solve the underlying problem.
Cuba's grid remains one equipment failure away from another total shutdown. Nothing fundamental has changed: there are still far fewer power plants running than the island needs, fuel is still severely restricted, and the aging equipment is still under constant stress. Until either the fuel supply increases significantly or Cuba's power-generation capacity improves, these collapses will continue.
