The south-west US faced its own threat at the same time. The National Weather Service forecast that the Devils River in south-west Texas would reach major flood stage on July 18, potentially rising as high as 22 feet (6.7 meters). Flood stage is the water level at which a river starts overflowing into normally dry land; for the Devils River in this area, that point is 5 feet (1.5 meters). Farther along the border, the Rio Grande was expected to peak at 21 feet (6.4 meters) by Sunday morning, July 19, 2026. In the Laredo area, minor flooding begins at 8 feet (2.4 meters).

The broader context here is that the north-east US has been hit by one weather emergency after another this month. On July 6, 2026, flash flood warnings were issued for New York City and parts of the Northeast as a heat wave broke, and heavy rain caused a store roof to collapse in New Jersey.
