Australia ran its first nationwide test of a new emergency warning system called AusAlert at about 2pm on 27 July 2026. The federal government said 94% of the mobile phone towers it targeted successfully sent out the alert. But some Australians got nothing at all. The test showed that certain phones and certain areas are not yet covered, less than three months before the system is supposed to go live in October 2026.

AusAlert is Australia's new national emergency warning system. It is designed to warn people about fires, floods, terrorist attacks, and health emergencies. It replaces an older system that sent text messages, which Federal Emergency Management Minister Kristy McBain called less reliable. The test alert was meant to reach almost every mobile phone in Australia, along with some smartwatches and tablets. Before the test, the National Emergency Management Agency (NEMA) estimated that about 80% of Apple iPhones and 16 million Android devices would ring. The requirements were specific: iPhone 11 or newer running iOS 26.4 or later; Apple Watch SE2, SE3, or Series 6 and above running watchOS 26.4 or later; and Android devices running Android 12 or later. The federal government spent the week before the test on a public information campaign to prepare people.

The results fell short of reaching everyone. Some Australians received nothing at all. Guardian Australia heard from users whose phones showed the notification but made no sound, which defeats the purpose of an audible warning. Devices reported as failing to receive the alert despite being switched on included an iPhone 15 Pro, an iPhone 17 Pro, an iPhone 12, and a Samsung phone. McBain said the misses were caused by three things: users outside a coverage area, outdated device software, or incompatible hardware. She said NEMA will keep analysing data from the test and work with emergency service organisations.

The government also ran a series of smaller community tests in June 2026 across nine communities before the national rollout. The first took place in the ACT on 10 June 2026, with McBain and a minister named Paterson available for media interviews. More tests followed in Liverpool on 17 June and Goomalling on 19 June, the latter announced on the website of minister Josh Wilson. NEMA said the community tests were designed to check the system before the national test (NEMA, 23 June 2026; NEMA, 4 June 2026). The national test was timed across time zones: about 1:30pm in central Australia and 12:00pm in western Australia, matching the 2pm target in the east.

The test also raised a concern that is specific to this kind of alert system. Domestic and family violence advocates warned ahead of the test that the loud, involuntary notification could expose hidden "safe phones" kept secretly by people at risk of abuse. AusAlert interim coordinator general Pat Hetherington advised people with safe phones and hidden phones to switch them off for a 24-hour period around the test. This is a built-in limitation: cell-broadcast technology cannot be turned off on individual phones within a coverage area.

The alert was on public display across Sydney. At the State Library of NSW, the AusAlert siren cut through the silence. At Sydney's IMAX theatre, workers had told attendees of the 1:50pm screening of Christopher Nolan's The Odyssey to switch off their phones before the 2pm test, but some alerts still sounded during pre-film advertisements.

The broader context here is one of transition. Australia's existing emergency alert system sends text messages, which can get delayed or lost when mobile networks are overloaded during major events. Cell-broadcast technology, which AusAlert uses, sends messages through a separate channel that does not compete with regular phone traffic. Think of it like an emergency lane on a highway: even when traffic is backed up, the emergency lane stays clear. McBain's claim that AusAlert is more reliable than the old text-based system matches what has been observed in similar systems in the United States (Wireless Emergency Alerts), Japan (J-ALERT), and the United Kingdom (UK Emergency Alerts).

The 6% of cell towers that did not broadcast the test, combined with the device-level failures, means that some Australians would not have received a real emergency warning if the 27 July test had been an actual emergency. NEMA's plan to keep analysing data and working with emergency service organisations suggests the October launch window allows time for fixes, though no revised timeline or additional test has been announced. The device coverage gaps, especially the failure of newer phones like the iPhone 17 Pro to receive the alert, suggest possible issues with how phone carriers or the phone manufacturers themselves have configured the settings. Fixing those may require coordination beyond NEMA's direct control, involving Apple, Samsung, and Australian mobile network operators.
