London's Oxford Street Faces Permanent Facial Recognition Cameras

The Metropolitan Police are planning to install live facial recognition (LFR) cameras on Oxford Street, Britain's busiest shopping street. The fixed cameras would scan passersby and compare their faces against a database of wanted suspects, making the area one of the first in the country with permanent LFR infrastructure (The Guardian).
Live facial recognition works by capturing faces in real time from video feeds and matching them against a watchlist — a pre-approved database of people police are looking for, such as wanted suspects or missing persons. When the system finds a match, officers can stop and verify the person's identity.
Previous LFR deployments in London relied on mobile units operated from police vans during trials. The Oxford Street cameras would be fixed, potentially attached to street furniture such as lamp-posts. Scotland Yard also plans to install static LFR cameras across the West End and Soho, areas with some of the highest crime rates in the city. The rollout forms part of a broader strategy announced in June 2026, when the Met said it would introduce LFR in London's West End by Christmas and into six further areas the following year.
The deployment is being coordinated with the Oxford Street pedestrianisation project. London Mayor Sadiq Khan indicated that the newly pedestrianised street will be included in the LFR rollout. During a City Hall session in July, Khan said the Met is "working closely with the Oxford Street Development Corporation about how to use live facial recognition in a sensible way when the street is pedestrianised, using the opportunity of new CCTV." A mayoral spokesperson described the introduction of LFR as part of the move to make Oxford Street "a world-class, pedestrian-friendly and safe destination." The pedestrianisation plans are projected to create a new shopping and entertainment district worth over £350 million annually (London.gov.uk).
Commissioner Sir Mark Rowley is expected to announce the rollout of static LFR cameras across West End crime hotspots (Met Police). The Met's LFR deployment record already lists operations at Marble Arch, at the junction with Oxford Street, on 9 March 2026, and at High Street, Ilford, on 6 January 2026 (Met Police deployment records). On 11 August 2026, the Met deployed LFR technology to crime hotspots in Westminster borough. The technology has also started being deployed at London tube stations this month.
The Met has used LFR in protest policing as well. In May 2026, the force deployed the technology for the first time as part of a protest policing operation in central London (Met Police). Khan has stated that the "appropriate use of live facial recognition (LFR) can aid the police by locating wanted offenders, including high-risk individuals," and that the technology is being used to identify prolific shoplifting offenders (London.gov.uk). The draft Police and Crime Plan 2025–2029 states that the Met is "innovating its use of facial recognition and artificial intelligence to enhance productivity and tackle crime" (London.gov.uk). The force says it has arrested more than 2,000 people using LFR (BBC News).
Civil liberties groups are mobilising against the Oxford Street plan. Ruth Ehrlich of the human rights organisation Liberty said the cameras "would mark a significant expansion of surveillance in public spaces and an escalation." Jasleen Chaggar of Big Brother Watch urged the mayor to abandon the idea entirely. Polling commissioned by Liberty found that 48% of people opposed scanning the faces of those walking on high streets when there was no suspected imminent threat.
The broader context here is what happens when surveillance shifts from temporary to permanent. The move from mobile, episodic deployments to fixed infrastructure is a structural change in how LFR operates in British public space. Mobile units can be redeployed or withdrawn; fixed cameras embedded in street furniture create continuous, ambient surveillance that is far harder to scale back once installed. The Oxford Street plan effectively folds biometric policing — the use of biological data like facial measurements for identification — into the fabric of a pedestrianised civic space, linking crime reduction, urban regeneration, and mass surveillance in a single infrastructure project.
The legal and regulatory landscape around LFR in the UK has been turbulent. A 2020 Court of Appeal ruling found aspects of South Wales Police's use of facial recognition unlawful, prompting forces to revise deployment frameworks. The Met has since published operational guidance and deployment records, and it points to its arrest figures as evidence of operational effectiveness. Whether those safeguards satisfy courts, regulators, or the public when applied to permanent fixtures on one of the country's most iconic streets is an open question.
For policymakers and security professionals, the Oxford Street deployment is worth watching on several fronts. The integration of LFR into a flagship urban regeneration project, rather than into a standalone policing initiative, sets a precedent for embedding surveillance infrastructure into civic design. If the rollout proceeds on schedule, the West End will become the first major London zone with permanent biometric monitoring of public space, and the six additional areas planned for the following year will test whether that model scales across the capital. The tension between the Met's operational results and the civil liberties objections documented in Liberty's polling frames the political risk for City Hall: a technology that commands police enthusiasm may not command public consent.
