Rising floodwaters from Typhoon Narra prompted Chinese authorities to relocate 54,000 people in the Guangxi Zhuang Autonomous Region, as the storm lingered over the Beibu Gulf for several days before making landfall as a tropical storm on Tuesday evening in Hainan province, dumping heavy rain across Guangxi, Hainan, and Guangdong (The Guardian, 2026-08-26).

The damage has been most severe in Chongzuo, a prefecture-level city in western Guangxi bordering Vietnam. River water overflowed into the city, reaching the rooftops of some buildings and power lines. On Monday, Chongzuo authorities issued a notice ordering all businesses and tourist operations to cease and urged evacuated residents not to return to high-risk areas (The Guardian, 2026-08-26).

In Shangsi County, part of Fangchenggang City in Guangxi, Narra triggered severe flooding that prompted a Level II flood-control alert (Xinhua, 2026-08-25). Continuous heavy rainfall also swept across Ningming County in Guangxi, stranding 22,008 civilians (Xinhua, 2026-08-25). Narra was the 19th typhoon of the year to affect China, according to the same source.

Beijing had begun preparing for the storm days earlier. China activated a Level-IV flood emergency response in anticipation of Narra's arrival, with forecasts from August 22 to 24 calling for heavy to torrential rainfall across southern and western Guangxi (Xinhua, 2026-08-23). Hainan planned to suspend ferry services as the system approached (Xinhua, 2026-08-25). China's four-tier flood emergency response system, with Level I being the most severe, placed Narra at the lowest activation tier initially, though the Level II alert in Shangsi reflects a higher-grade local response to conditions on the ground.

While Narra's impact on southern China dominated the immediate response, a second system, medium-strength Typhoon Saudel, is tracking toward southern Japan and northern Taiwan. Taiwan's Central Weather Administration expected Saudel to pass north of Taiwan starting late Thursday into Friday, with its intensity forecast to gradually weaken. Saudel was also expected to make landfall along the coast of Fujian province in southeastern China from late Thursday to early Friday (The Guardian, 2026-08-26).

Taiwan was already coping with flood damage from a separate tropical depression that struck southern and eastern parts of the island. The government reported one person dead and four missing, with flooding in the cities of Tainan and Kaohsiung. Over three days from Sunday to Tuesday, nearly a metre (3.9 feet) of rain fell in Kaohsiung, a total the government said exceeded rainfall during 2009's Typhoon Morakot, which killed approximately 700 people and caused damage of up to $3 billion (The Guardian, 2026-08-26).

The Morakot comparison matters. That 2009 storm remains one of the deadliest typhoons to strike Taiwan in modern recorded history, and the fact that Kaohsiung's rainfall from this tropical depression surpassed Morakot's totals, even before Saudel's arrival, signals a hydrological baseline already saturated and stressed. With Saudel forecast to pass just north of the island, additional precipitation falling on already waterlogged terrain could compound landslide and flash-flood risk across southern Taiwan's mountainous interior.

The broader context here is a western Pacific basin generating overlapping storms in close succession. Narra and Saudel are not independent anomalies but part of a pattern typical of the late-August through October typhoon season, when warm sea-surface temperatures and favorable atmospheric conditions allow multiple tropical cyclones to develop and track along similar steering currents. Think of it as a conveyor belt: once ocean and air conditions align, storms tend to form one after another and follow similar paths. For civil protection authorities across southern China, Hainan, and Taiwan, the operational challenge is compounded: resources allocated to Narra response cannot be stood down before Saudel arrives, and evacuation fatigue, infrastructure stress, and saturated catchments (the drainage areas that feed rivers and reservoirs) create a compounding risk profile that each individual storm's forecast intensity may understate.

For Fujian, Saudel represents a third landfall concern. The province sits directly south of Zhejiang and north of Guangdong, on the corridor most frequently traversed by westward-tracking typhoons. With Guangxi and Hainan still absorbing Narra's aftermath, a Saudel landfall in Fujian would stretch regional emergency response capacity across three provinces simultaneously.
