The typhoon's name was contributed by Micronesia and refers to the trusted guard of the legendary general Sudiro of Pohnpei Island.

The broader context here is a storm season that has tested the disaster-response capacity of China's southeastern provinces with unusual frequency. Seven typhoons affecting the country by early September, including back-to-back systems in Narra and Saudel, placed cumulative stress on flood-control infrastructure that in Putian's case already failed under the load. The embankment collapse and building failures in Fujian point to the limits of engineered flood defenses when confronted with rainfall totals exceeding 500 mm in 24 hours. The scale of the evacuation, approaching 600,000 in a single province, also reflects a system calibrated toward preemptive displacement rather than risk tolerance, a posture that reduces casualty counts but carries its own economic and logistical costs.

Fujian's Level II flood control response, activated the day before Saudel's third landfall, signals provincial authorities treating the cold-air interaction as a compounding variable rather than a routine typhoon scenario. When a tropical cyclone's remnants meet a mid-latitude cold air mass, the collision can extend heavy rainfall well inland and well beyond a storm's nominal track. That dynamic appears to have driven the severe precipitation across Jiangxi and the sustained flooding in Guangdong, turning a coastal storm into a multi-province inland event.
