Tunis Floods Halt Capital: Why Short Storms Cause Big Disruption

Heavy rain brought parts of Tunis to a standstill on Thursday, September 17, flooding roads and homes and trapping people inside cars across the capital.
The downpour cut electricity and internet service in affected districts, forced a late decision to suspend classes, and closed the tunnel leading to Bab Saadoun, according to Al Jazeera. Motorists were caught as water rose quickly on major roads. Residents reported flooding inside homes. The power cuts and connectivity outages added to the disruption. Authorities shut the Bab Saadoun tunnel completely because of the rain.
The suspension of classes in Tunis was announced only shortly before it took effect, as rainfall intensified. Schools, parents and transport operators had little time to adjust.
Tunisia's National Institute of Meteorology — the national weather forecasting agency — had warned of locally heavy thunderstorms on Thursday. Its forecast pointed to heavy rain over short periods with risks of flooding, traffic disruption, drainage networks being overwhelmed and power cuts. A separate vigilance bulletin, a short-term weather alert, issued at 16:17 on September 17 and valid until 17:00 on September 18 warned of temporarily stormy and locally intense rain with hail and wind gusts reaching 70 km/h, according to the National Institute of Meteorology.
Greater Tunis is home to nearly three million people. With dense neighborhoods and concentrated infrastructure, like water poured into a crowded basin, short, intense rainfall can rapidly lead to road closures, service interruptions and property damage.
The September event follows severe rains in January that caused widespread disruption across Tunis and other parts of the country, leaving several people dead. At least four people were killed in floods that swept across Tunisia on January 20, 2026, according to Reuters. Schools were closed in Tunis and Nabeul during those floods. Schools and businesses were forced to close in parts of the country after flooding in January.
The Tunisian government has said 29 flood-protection projects were under way across the country. No completion timeline was specified in the available statements.
The broader context here is one of recurrence rather than anomaly. Two disruptive urban flood episodes within eight months, both involving school closures and both straining drainage and power systems, point to an exposure that persists while protection work is still in implementation. For planners and municipal operators, the operational questions are about lead time for warnings, thresholds for pre-emptive road and tunnel closures, and coordination of school decisions before peak rainfall. For national authorities, the test will be whether the portfolio of 29 projects reduces inundation in the specific corridors that flooded in January and again in September, and how performance is measured during the next intense convective event.
