Rockstar Sets Strict Mod Rules Ahead of GTA 6

Rockstar Games has updated its official rules for mods, the fan-made additions that change how a game looks or plays, ahead of the release of GTA 6. The revised guidelines lay out what modders cannot do across the studio's titles, as reported by Insider Gaming.
Story content is off limits. Modders may not expand or modify official storylines, plots, missions, characters or other elements of established continuity, according to the guidelines detailed by Eurogamer. Fan fiction in playable form is not allowed.
Mixing games is also banned. The rules prohibit combining maps, assets or characters from one Rockstar game with another. A Los Santos street cannot be lifted into another Rockstar world, and a character from one title cannot be inserted into the next.
Outside material gets the same treatment. The guidelines prohibit using protected third-party intellectual property in mods. That covers art, characters, music, photos, games, advertisements, brands, logos and real-world locations. In plain terms, no real shops, no borrowed songs, no familiar faces owned by someone else.
Multiplayer and money face the tightest controls. Multiplayer modding is limited to Rockstar's official licensed Creator Platform, its approved system for building and sharing online experiences, unless Rockstar grants a direct licence. Monetising mods is prohibited unless it is permitted through that same platform.
Two technical bans complete the list. Modders may not alter a game to run on consoles, hardware devices or other platforms where Rockstar has not officially released it. Creating, sharing or using cheat menus, the tools that give players unfair advantages or unlock hidden functions, is also prohibited.
For fans, this means less room to improvise. The message is simple. Play inside Rockstar's lines.
