Why the UK's Mobile Networks Rank Below Every EU Country and Other G7 Nations

The UK's mobile networks are underperforming compared to nearly every comparable country. According to a Which? analysis published on 30 June 2026, drawing on Opensignal's Global Network Excellence Index, the UK ranks 57th globally for overall mobile network performance. On download speeds, it sits at 70th—and for consistent quality (the ability to maintain reliable connection for video calls, streaming, and gaming), it ranks 55th.
The comparison cuts deeper when you look at specific rivals. The UK falls behind all six other G7 nations: Canada, France, Germany, Italy, Japan, and the United States. It also ranks lower than all 27 EU member states—a particularly pointed finding given that UK policymakers have often argued that leaving the EU would allow faster infrastructure decisions, not slower ones.
Ofcom's own spring 2026 data provide some useful numbers to understand what's happening on the ground. 4G coverage from all operators reached 84% in the year to May 2026, up three percentage points from the previous year. But 5G coverage lagged far behind, at only 64%. These figures, however, hide an important gap: a location can technically count as "covered" if a signal is available outside, even if you can't make a video call inside a building or on a train.
Which? highlights this problem in its analysis of rail connectivity. Germany has set a regulatory requirement for minimum download speeds of 100 Mbps along main train routes and 50 Mbps on secondary lines. The UK has no equivalent standard. This difference shows one concrete tool regulators can use—setting specific speed requirements for key infrastructure corridors rather than relying on broad national coverage percentages.
Consumer experience surveys back up the network rankings. Which? found that more than a third of UK mobile customers reported at least one service problem in the past year. Natalie Hitchins, head of home products and services at Which?, pointed to the gap between what people pay and what they actually receive.
The underlying reasons for the UK's lag are long-standing and structural. Years of decisions have shaped the current position: the pace at which 5G spectrum has been allocated, the removal of Huawei equipment from networks on security grounds (which forced operators to rebuild parts of their infrastructure), and regulatory concerns about mergers that might have created larger, better-capitalized operators. Network operators have argued consistently that consolidation—allowing fewer but larger companies—would free up capital for rural coverage and faster 5G deployment.
What the Which?/Opensignal rankings cannot tell you is whether the UK's position reflects bad policy, bad luck with timing, or simply the effects of geography and population density. A country's ranking depends on many factors: how spread out the population is, what radio frequencies are available, how much operators invest, and when the study was conducted relative to each country's upgrade schedule. The UK's 84% 4G and 64% 5G coverage figures show real progress. The critical question for regulators is whether the UK will close the gap with comparable nations, or whether this lag points to a deeper, longer-term problem.
This ranking will almost certainly fuel the debate in Ofcom and Parliament over whether current rules do enough to push operators to invest, especially in rural areas and transport corridors. For the operators themselves, being ranked 57th overall and 70th for download speeds is harder to explain as merely a geography problem. The numbers are being noticed.
What this may mean for policy is still taking shape. Regulators face a choice between more prescriptive requirements—like Germany's speed mandates—or continued reliance on competition and market incentives to drive investment. The Which? findings suggest the market-based approach has not yet closed the performance gap with peer economies.
